Summary

Basic Function and Responsibilities 

The Chief Nursing Officer (CNO) provides leadership in all aspects of nursing in the University Hospital (UH) and Frankel Cardiovascular Center (CVC), including the Adult Psychiatric Services. The CNO will have full accountability for nursing practice and partner with the Chief Clinical Officer (CCO) and Chief Operating Officer (COO) for operational clinical services and assigned patient care services throughout the Adult Hospitals (AH) integrating the Michigan Medicine mission, vision, and values with a focus on patient and family-centered care. 

The CNO provides direct leadership and management for the Adult Hospitals and oversight of the functions and operational activities. These functions include planning, managing, and evaluating all administrative, financial, and operational activities within Nursing and patient care services across inpatient, diagnostic and treatment areas, emergency department as well as, clinical programmatic areas, as assigned. This will include partnering with the CCO, COO, and nursing leadership in the Adult Hospitals OR and PACU. The incumbent must be able to assume the System Chief Nurse Executive responsibilities as needed.

Organizational Relationships 

  • Has a direct reporting relationship to the Chief Nurse Executive (CNE) for University of Michigan Health (UMH).
  • Partners with the CCO and COO for AH to collaborate with the Service Chiefs, Associate Hospital Directors and Administrators, Department Chairs, and other hospital and Michigan Medicine leadership to effectively execute the UM-Health and Nursing strategic plan. 
  • Provides leadership and vision with functional and administrative supervision over AH Associate Chief Nursing Officers (ACNO), Clinical Nursing Directors, Clinical Nurse Supervisors, Staff Nurses, Advanced Practice Nurses, Professional/Administrative and office staff, assistive personnel, and other disciplines as assigned.

Characteristic Duties and Responsibilities 

Program & Clinical Management 

  • Leads nursing services in the Adult Hospitals to execute the established system, hospital, and nursing priorities in safety, quality, timeliness, financial stewardship, and people.
  • Provides leadership for the effective management of change and transition within the Hospitals' Nursing services. 
  • Integrates the Michigan Medicine mission, vision, values, and strategic priorities, and is accountable for outcomes for patient care, quality, and safety in collaboration with health system leaders.
  • In partnership with the Hospital's CCO, effectively co-lead the Clinical Nursing Director and Medical Director dyads (MPLAN) to accomplish designated outcomes in patient care, safety, and quality.
  • Utilizes a data-based approach and facilitates innovation and creativity in the development of new initiatives to support ongoing performance improvement and organizational change. 
  • Partners with the AH CCO and COO to provide leadership in all programmatic improvements and capacity expansions. 
  • Actively participates as a member of the Hospital Executive Team in programmatic development, facility planning, quality and cost improvement initiatives, and the implementation of patient and family-centered care. 
  • Actively participates in strategic planning, policy formulation, problem solving, and management of Nursing Services as a member of the Nursing Executive Council. 
  • Provides leadership and mentorship for all initiatives that support Magnet redesignation.
  • Provides mentorship and coaching to direct reports in the execution of Hospital and departmental policies, objectives, and operating procedures and all aspects of leadership. 
  • Develops and implements nursing administrative policies to carry out the objectives of the assigned areas. 
  • Participates and ensures coordination of professional nursing functions across clinical areas. 
  • Actively engages and supports interdisciplinary team building and effective teamwork within departmental and institutional teams. 
  • Collaborates with Nursing Executive Team, Chief Nursing Officers, Michigan Medicine leadership, and the University of Michigan School of Nursing (UMSN) faculty in research and educational activities. 
  • Resolves clinical and operational problems of assigned areas consulting with Hospital administrators, service chiefs, and patient care staff utilizing an interest-based problem-solving approach.
  • In partnership with the CCO, actively co-leads quality and patient care initiatives and improvements that support organizational priorities. 
  • Provides leadership and guidance for Nursing Governance and programs that support the nursing profession.
  • Serves as the Nursing lead for all liaison areas within the hospital in which nurses practice. 
  • Maintains accountability for compliance with professional nursing standards, regulatory agency standards and federal and state regulations regarding patient care. 
  • Represents the CNE and Adult Hospitals on committees and other activities ensuring collaboration and liaison with appropriate Hospital-wide groups. 
  • Represents nursing administration to members of the community in the promotion of good public relations for the Adult Hospitals.
  • Acts as preceptor/mentor for graduate nursing students. 
  • Participates in the evaluation, selection, and integration of healthcare technology and information management systems that support patient care needs.
  • Supports the organization's efforts to enable preparedness and readiness to respond to future pandemic and ongoing endemic events.
  • Articulates and embodies the Michigan Medicine strategic growth priorities around Belonging and Inclusion, Access, Safety and Quality, Experience (BASE).
  • Demonstrates behaviors which are compliant with Michigan Medicine values, goals, policies and procedures, and affirmative action policies.

Financial Management 

  • Actively participates in the planning of patient activity projections and determine staffing projections for nursing and assistive personnel. 
  • Determines the need for, and allocation of, human, space, fiscal and material resources for clinical/programmatic areas administered, based upon patient care needs. 
  • Works with interdisciplinary teams to determine and implement improvements in AH facilities, including construction or renovation of structures and purchase of major equipment.
  • Develops, monitors, approves, and implements, operating and capital budgets of assigned clinical/programmatic areas. 
  • Develops, implements, and evaluates cost-effective initiatives related to nursing service operations and patient care services. 
  • Maintains accountability for budget management for nursing services. 
  • Analyzes budget variances and initiates corrective action plans to resolve variances.

Personnel Management 

  • Maintains accountabilities for all aspects of nursing personnel management which include recruitment and selection, counseling, disciplinary processes, contract management, coaching, and mentoring.
  • Maintains accountability for compliance with nursing bargaining unit and institutional agreements. 
  • Utilizes an interest-based process for problem solving and resolving issues. 
  • Fosters a culture of diversity, equity, and inclusion, while taking purposeful steps to recruit and retain a diverse workforce.
  • Supports the plan to measure and monitor employee satisfaction including a proactive approach to addressing feedback and concerns.
  • Continually fosters transparent and ongoing communication and flow of information amongst and between leadership, employees, and key stakeholders.
  • Evaluates staffing, compensation, and productivity models, while achieving top tier workforce engagement with strong retention and low vacancy rates.
  • Takes a proactive, people-centered, and deliberate approach to leadership development, mentorship, talent management, and succession planning.

Performance Improvement 

  • Establishes, monitors, implements, and supports evidence-based practice nursing and patient care standards across all areas of responsibility.
  • Effectively meets all goals and performance objectives for Michigan Medicine, AH, and Nursing Services, as established annually. 
  • In partnership with the CNE, oversees collaborative activities with patient care support services to ensure delivery of a level of service consistent with quality patient care, with patient and family involvement, and cost-effective outcomes.

Professional Development 

  • Actively participates in the performance planning, competency, and individual development planning process.
  • Attends relevant competency training, staff development in-services and conferences to maintain and improve knowledge base, competency, and skills. 
  • Attends relevant professional and/or leadership development opportunities. 
  • Attends relevant seminars related to Magnet Recognition. 
  • Serves as an active member of the UMSN Adjunct Faculty Network. 
  • Keeps records and documented evidence of attendance.

Required Qualifications*

Education: 

  • Bachelor's degree in Nursing is required. Master's degree in Nursing, Hospital Administration, Business, Public Health, or related health care field is required.
  • Either the Bachelor's or Master's degree must be in Nursing. 
  • Doctoral degree (or current enrollment) in Nursing or a related health care field is strongly preferred. 

Licensure/Certification: 

  • Current State of Michigan Board of Nursing license is required.
  • Nurse Leadership certification or completion within one (1) year of accepting this position or when eligible to certify, whichever comes first. Examples include Certified Nurse Manager and Leader (CNML) or, Nurse Executive (NE-BC). Certifications must be recognized by the Magnet Recognition Program and the American Nurses Credentialing Center (ANCC.)  See full listhere .

Experience: 

  • Seven to ten (7-10) years of administrative responsibility within a complex health care organization or large, integrated health care delivery system with progressive experience in nursing leadership positions at the Director level or higher, is required.
  • Experience in program planning, implementation, and evaluation is required.
  • Experience in inpatient nursing is required.
  • Experience in a Magnet organization is desirable.
  • Experience in a unionized environment is desirable.

  • Experience in facility planning and major building projects, is highly desirable. 
  • Working knowledge of University policies and procedures is desired.
