Job Summary

Strategically leads the Human Resources function for the College encompassing four major locations and 2500+ employees while complying with local, state and federal requirements.

Essential Duties

Plan for the strategic Human Resources development of College employees and organizational structure with the President and Cabinet.

Manage employee relations issues evaluating options for resolution and avoidance of legal liability; work with legal counsel to manage external complaints and litigation.

Direct the administrative function of the Human Resources department including oversight of the HRIS system to ensure timely and accurate payrolls, and integrity and confidentiality of data.

Serve as a strategic partner by serving as a member of the President’s Cabinet.

Advise the President and Board of Regents on Human Resources related issues.

Direct the administration regarding College employee (and retiree) benefit programs.

Develop strategies for recruitment and selection of College employees.

Direct the administration of the compensation and classification system to attract and retain qualified staff.

Develop and manage the Human Resources department budget.

Perform other responsibilities as assigned by the President, Board of Regents or officers of the College.

Develop and maintain a Human Resources department with appropriate subject matter expertise.

Direct the campus-wide employee evaluation process.

Direct and oversee employee discipline and terminations.

Maintain up-to-date knowledge of laws, regulations, and best practices affecting Human Resources, participating in professional development opportunities as necessary.

Address or appropriately refer employee complaints.

Offer professional development opportunities to College employees.

Monitor and direct College's progress on Equal Opportunity initiatives.


Minimum Qualifications

Bachelor’s degree in Business Administration, Human Resources or related area.

Seven or more years of comprehensive administrative experience in human resources, including the areas of organizational design and development, recruitment and selection, compensation, benefits, the management of information systems, and employee relations.

Organizational ability to interpret and implement local, state, and federal laws and regulations as they pertain to human resources policy development.

Five years experience in supervising and coordinating the work of others.

Ability to work successfully as a member of an administrative team and to assume responsibilities as requested.


Preferred Qualifications

Master’s degree in Business Administration, Human Resources, or related area.

Experience in higher education.

Experience in an Oklahoma state institution of higher education.

SPHR or SHRM-SCP certifications.
