What you need to know:

  • This position has some flexibility for part time hybrid remote work, depending on agency needs.  This can be discussed further during the interview process.

  • The salary range for this position is $100K - $180K. Final salary will be determined based on the applicant's qualifications and experience.

Job Summary:

The Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the agency, specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation. The CHRO provides strategic leadership by articulating HR needs and plans to the senior leadership team and the rest of the agency. The CHRO is a mobilizer of values across the agency, is a member of the senior leadership team of TTI and reports directly to the Agency Director.

The CHRO provides vision, leadership, and budgetary oversight for a full-service HR office including employee recruitment, on-boarding, and retention, employee relations, classification & compensation, performance evaluation management, employee benefits and wellness initiatives, employee training and professional development, diversity and affirmative action initiatives, and employee leave and time record-keeping. Continued employment in this position is contingent upon availability of funding and satisfactory performance.

Essential Duties:

  • 50% - Provide vision and leadership for a full-service HR office including -

    • Establish and implement HR efforts that effectively communicate and support the agency’s mission and strategic vision.

    • Develop HR plans and strategies to support the achievement of the overall business operations objectives.

    • Function as a strategic business advisor to each business unit regarding key organizational and management issues.

    • Work with the agency’s executive management team to establish a sound plan of management succession that corresponds to the strategy and objectives of the company.

    • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.

    • Provide overall leadership and guidance to the HR function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits globally.

    • Manages an established comprehensive compensation and benefit plan that are competitive and cost-effective.

  • 20% - Implements initiatives to maintain and improve employee relations, including employee and supervisor counseling and coaching in the areas of performance management, career paths, conflict resolution and leadership development. Administers employee grievance procedures, investigates employee complaints, and mediates disputes, recommending administrative actions as appropriate.

  • 10% - Provides leadership in identifying statewide and national trends in employee recruitment, retention and development that affect the institute’s ability to attract and retain a talented workforce, including work environment, culture, remote/hybrid work, and compensation.

  • 10% - Serves as the institute’s primary HR liaison to Texas A&M Engineering and Texas A&M University System (TAMUS) administration, and related councils and committees. Ensures HR compliance with applicable legal guidelines, TAMUS policies, regulations and procedures. Provides oversight on the development and revision of TTI HR rules.

  • 5% - Creates and maintains the annual HR budget and performs other related fiscal duties, including management reporting and ensuring cost effectiveness in HR areas.

  • 5% - Other duties as assigned

Required Education and Experience:

  • Bachelor’s Degree in Human Resources

  • 10 years of progressively responsible experience in human resources management, including at least 5 years of HR leadership experience.

Required Knowledge, Skills, and Abilities:

  • Demonstrated experience in leading change.

  • Demonstrated experience in leading diversity, equity, and inclusion initiatives.

  • Certified Professional in Human Resources or SHRM Certified Professional.

  • Knowledge of word processing, spreadsheet, and database applications.

  • Experience in addressing issues in employee relations and performance management.

  • Experience in conducting employee training and professional development.

  • Knowledge of employment law, policies, and regulations.

  • Knowledge of FMLA, ADA, ADEA, FLSA, USCS procedures, Affirmative Action, and other applicable employment laws.

  • Ability to multi-task and work cooperatively with others.

  • Excellent written communication, analytical, interpersonal, and organizational skills.

  • Ability to work with sensitive information and maintain confidentiality.

  • Demonstrated experience in supervising a diverse workforce.

Preferred Qualifications:

  • Demonstrated experience with all functional areas of a full-service HR office including recruitment, compensation, benefits, performance management, employee relations, training/development, terminations, policy formulation, etc.

  • Active membership in the Society for Human Resource Management or a similar HR professional organization.

Required Certifications/Licenses:

  • Certified Professional in Human Resources or SHRM Certified Professional.
