Position Summary

The Chief Business Continuity Officer is a highly collaborative position responsible for implementing and managing day-to-day functions related to business continuity planning and procedures. The Chief Business Continuity Officer manages disaster recovery operations within Dallas College focusing on continuity of business processes before, during, and after a disaster. This role works in conjunction with representatives from all departments to recover and operate the College and its business functions during a disaster event.

Required Knowledge, Skills, and Abilities

  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Ability to provide on-call support in any emergency, which may require activation of all or part of the business continuity and emergency management plan(s) including serving as the liaison between the various teams.
  • Ability to identify and categorize risks that could cause a business interruption and implement mitigation efforts.
  • Exhibits strong analytical, organizational, decision-making, and problem-solving skills.
  • Exhibits strong interpersonal, verbal, and written communication skills, including audience awareness.
  • Ability to interface, collaborate, and coordinate efficiently and effectively with business partners internal/external to Dallas College.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Exhibits strong administrative skills, with effectiveness in designating tasks and managing resources.
  • Knowledge of business operations and facilities in a higher education setting.
  • Understanding and application of technology and process improvement.
  • Ability to apply Board policies, legal guidelines, processes, and procedures in a higher education environment.
  • Ability to observe, receive, and otherwise obtain information from relevant sources.

Key Responsibilities

  • Develop, maintain, and implement business continuity and disaster recovery strategies and solutions, including risk assessments, business impact analyses, strategy selection, and documentation of business continuity and disaster recovery procedures.
  • Plan, conduct, and debrief regular mock-disaster exercises to test the adequacy of existing plans and strategies, updating procedures and plans regularly.
  • Act as a coordinator for continuity efforts after a disruption event.
  • Review existing disaster recovery, crisis management, and business continuity plans. Test documented strategies and plans.
  • Recommend and implement methods to monitor, evaluate, and enable resolution of safety, operations, and compliance interruptions.
  • Conduct and oversee contingency plan integration and operation.
  • Create scenarios to re-establish operations from various types of business disruptions (i.e., power outages, weather, pandemics).
  • Develop disaster recovery plans for physical locations with critical assets, such as data centers.
  • Ensure that business and regulatory requirements are adhered to and that implemented recovery procedures and contracts are cost justifiable.
  • Develop emergency management plans for recovery decision-making and communications, continuity of critical departmental processes, and temporary shut-down of non-critical departments to ensure continuity of operation and governance.
  • Create and administer training and awareness presentations and materials.
  • Ensure all personnel with specific business continuity responsibilities are adequately trained to fulfill their assigned responsibilities.
  • Ensure all employees maintain familiarity with the relevant provisions of the business continuity plan(s).
  • Plan and coordinate one or more simulation exercises per year, involving all critical business units.
  • Document the results of all tests and exercises, identifying and recommending enhancements to the business continuity plan(s) and procedures.
  • Interpret government regulations and applicable codes to ensure compliance. Identify individual and transaction targets to direct intelligence collection.
  • Attend professional meetings, read literature, and participate in training and other educational offerings to keep abreast of new developments and technologies related to disaster recovery and business continuity.
  • Write reports to summarize testing activities, including descriptions of goals, planning, scheduling, execution, results, analysis, conclusions, and recommendations.
  • Prepare reports summarizing operational results, financial performance, and accomplishments of specified objectives, goals, and plans.
  • Analyze impact on, and risk to, essential business functions and information systems to identify acceptable recovery time periods and resource requirements.
  • Identify opportunities for strategic improvement and mitigation of business interruption and other risks caused by business, regulatory, and industry-specific change initiatives.
  • Work collaboratively with College Police and Facilities departments to ensure that preventive and mitigation efforts are implemented.
  • Lead the Emergency and Continuity of Operations Team.
  • Ensure the creation, testing, and monitoring of business continuity plans for college departments.
  • Reconcile RTO and RPO discrepancies between departments and Information Technology.
  • Completes required Dallas College Professional Development training hours per academic year.
  • Performs other duties as assigned.

Minimum Qualifications

  • Master’s degree or higher with three (3) or more years in business continuity, business planning or related field. Official transcripts required.

  • Business Continuity certification from Disaster Recovery Institute International, Business Continuity Institute, or ISO 2230, preferred.

  • Current and valid Texas driver’s license required for offsite travel.

  • Must be able to work non-traditional hours, including holidays/weekends.
