The Chief Budget Officer (CBO) is a senior financial leader and a key member of the Philanthropic and Alumni Engagement (PAE) leadership team who reports to the Chief Strategy Officer and Vice Chancellor. 

The CBO:

  • Provides financial leadership to advance PAE’s mission, strategic goals, priorities, and operating objectives.
  • Develops and controls PAE’s operating budget and multi-year financial plan.
  • Develops PAE’s financial strategy and establishes strategic goals aligned with university resources.
  • Manages PAE’s finance activities, functional accounting, and strategic budgetary reporting.
  • Advises PAE department leads, planning committees, and staff on fiscal resource availability, workforce development, and budgetary issues.
  • Partners with senior leadership to develop resource allocation plans supporting strategic and operational priorities.
  • Effectively communicates with internal stakeholders, institutional partners, and University leaders about the financial affairs of the division.

Essential functions of this role include: 

  • Lead the development and implementation of a comprehensive, multi-year budget and financial planning framework focused on aligning allocation decisions with strategic goals and priorities.
  • Present recommendations, findings, and financial status reports in meaningful ways to leadership (or other stakeholders) to facilitate decision-making. Develop scenario planning to highlight the financial implications associated with various fundraising initiatives, allocation of resources, and strategies for workforce planning.
  • Manage the development of the budget schedule, materials, and process for preparation of the University-wide annual budget cycle. Coordinate budget planning activities among department heads and advise/assist in preparing budget and strategic initiative requests.
  • Manage PAE’s diverse revenue streams, including revenue from UPMC and Medical Health and Sciences Foundation (MHSF), and strategize how to drive additional philanthropic revenue generation for the University and respective units.
  • Present recommendations, findings, and financial status reports in meaningful ways to leadership (or other stakeholders) to facilitate decision-making. Develop scenario planning to highlight the financial implications associated with various fundraising initiatives, allocation of resources, and strategies for workforce planning.
  • Oversee workflow and assess business systems, methods, and procedures. Administer financial tools, leverage university wide systems, and implement processes aimed at enhancing service quality and cost-effectiveness.


Job Summary

Externally funded (e.g., multi-million dollar grants, contracts, gifts) via the programs the position directs. Leads teams and directs industry, government, and foundation partnering business development and alliance management strategy. Oversees strategic planning and creates actionable objectives. Collaborates with internal and external stakeholders to advance partnering outcomes. Develops and improves policies and procedures and oversees budget development, maintenance, and reporting.

Hiring Range $140,000.00 to $160,000.00
