CCE of Schenectady County is seeking a Recycling Educator responsible for recycling and composting programs for CCE of Schenectady County. The educator collaborates with Schenectady County on a recycling project funded through New York State Department of Environmental Conservation. The educator promotes recycling and composting for Schenectady County residents, community groups, schools, neighborhood associations, 4-H and other interested groups. The educator also delivers and coordinates the Master Composter/Recycler training and provides oversight of the Master Composter/Recycler volunteers.

Required Qualifications

  • Master’s Degree in natural resources or related field including but not limited to environmental science or education, biology, natural resources or conservation.

  • Ability to meet regular travel requirements associated with this position. A valid NYS driver’s license with the ability to drive and driving record acceptable for agency insurance coverage are required.

  • Apply subject matter expertise to create innovative recycling/composting programs.

  • Research, identify, and select of resources for the program.

  • Create program materials to address identified needs.

  • Make programmatic changes based on program evaluation outcomes and to meet changing local priorities.

  • Participate in Schenectady County meetings as part of the program development process.

  • Structure programs to meet the need of diverse program participants.

  • Maintain direct linkage with the county and Cornell University faculty and program units (including but not limited to the Master Recycler/Composter units) for program development guidance.

  • Identify activities and resources necessary to implement initiatives and projects.

Program Delivery - 30%

  • Serve as a subject matter expert for composting and recycling issues connecting to Cornell staff, local organizations, and partner agencies to provide resources for consumers.

  • Apply subject matter expertise to create lessons plans to deliver recycling and composting educational programs.

  • Apply subject matter expertise to deliver recycling and composting educational programs to groups including: community groups, neighborhood associations and schools. Teach composting and recycling educational programs.

  • Apply subject matter knowledge to provide highly complex non­standard responses.

  • Provide educational program efforts via mass and social media.

  • Foster acceptance of program, methods, and policies to address community and individual needs and consider diverse audiences.

  • Utilize a variety of educational methods which may include direct teaching, group experiences, newsletters, electronic technology, internet and social media to deliver programming related to composting and/or recycling.

  • Contribute actively to the total CCE program effort through joint planning and implementation of multi-disciplinary programs and Association activities.

  • Interact with program participants representing CCE in a professional manner at all times.

  • Represent CCE as a subject matter expert before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.

  • Interact with program participants, Association staff, county/community leaders and other key stakeholders to collect evaluation data for improving programs.

  • Apply subject matter knowledge to evaluate educational program. Design or create program evaluation framework. Implement program evaluation. Analyze collected program evaluation data. Make recommendations for improvements. May be involved in multidisciplinary team efforts to design or analyze program evaluation. Maintain direct linkage with county and Cornell University faculty and program units for program evaluation guidance. Interpret evaluation data to the constituencies. Communicate evaluation results and findings. Interact with various constituencies to obtain their evaluation of programs. Ensure program evaluation is within scope of the statewide Plan of Work.

Administrative Responsibilities:

  • Establish recycling and composting program goals and priorities.

  • Develop marketing strategies to reach target audiences and meet program objectives.

  • Develop and/or expand relationships with appropriate agencies, organizations, industries and community leaders.

  • Identify community and fiscal resources for program continuance and enhancement.

  • Provide supervisor with program related information to assist the budget development process.

  • Make recommendations to supervisor regarding program budgetary needs.

Management - 10%

  • Solve problems and resolving conflicts that arise in the Master Composter/Recycler volunteer program, utilizing appropriate policies and procedures.

  • Monitor program to ensure that educational content conforms to objectives of the Association and is research-based.

  • Monitor program financial status to ensure compliance with funding requirements, program budget, grant specifications, and adherence to Association strategies/plan of work. Write grant proposals based on available opportunities and goals of the program. Provide leadership to and ensure submission of grant and funding proposals. Identify ways to reduce costs and maximize existing resources within the Association.

  • Provide programmatic guidance to volunteers and staff on topics related to recycling/composting education.

  • Lead the management of Recycling and Composting volunteers including recruitment and involvement, ensuring the program adheres to Volunteer Involvement Policy including compliance training, background checks and annual reporting. Responsibilities include recruiting, interviewing, and selecting volunteers; mentoring and appraising performance; recognizing and disciplining volunteers; addressing complaints and resolving problems. Assure positive volunteer and public relations.

Coordination/Operation - 5%

  • Coordinate Master Composter/Recycler Training utilizing Cornell University faculty and staff for interested Schenectady County residents.

  • Maintain communication with constituents and the community through a variety of methods such as contributing educational articles to program newsletters, emails, electronic technology, internet, social media, website postings to increase program visibility and to address composting and recycling issues.

  • Provide information as requested to assist with preparation of reports, budgets, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary.

  • Schedule educational outreach directly with community and constituent groups.

  • On regular basis transports self, to community based settings.

  • On a frequent basis lifts, moves and/or transports program materials.

  • Compile, organize and inventory educational materials such as training aids, fact sheets, newsletters, exhibits, and demonstration projects.

  • Submit grant or funding proposals.

  • Performs general coordination activities including but not limited to attending staff meetings, timely reporting of expenses, working with other staff and general marketing of Extension programs.
