The New York State Farm-to-School Program connects schools with local farms and food producers to strengthen local agriculture and economies, improve student health, and promote regional food systems awareness. Under Chapter 56 of the NY State Laws of 2018, if a school food authority spends at least 30% of its school food lunch costs on New York State food products, then in the next school year they will receive additional State reimbursements for any school lunch meal. The Farmers Market and Local Food Promotion Program is a partnership with United States Department of Agriculture (USDA), Saratoga, Warren, and Washington school districts, Cornell University, and Cornell Cooperative Extension of Saratoga County.
The Local Food Program Manager oversees the program ensuring grant objectives are met and working with participating School Lunch Programs (SLPs) to help achieve the NYS 30% Initiative, and by creating a cooperative farm-to-school bid.

Required Qualifications

  • Bachelor’s degree plus experience relevant to the role of the position.

  • Ability to meet the frequent travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.

Position Responsibilities & Essential Functions

Program Responsibilities:

Program Delivery –15%

  • Serve as subject matter resource for the Farm-to-School Program and the 30% Initiative.

Administrative Responsibilities:

Direction – 35%

  • Plan the educational program with discretion.

  • Plan a small-scale food hub and facilitate SLPs in obtaining the NYS 30% Initiative through cooperative bidding.

  • Plan a cooperative Request for Proposal (RFP) for participating districts.

  • Create a plan for reaching underserved populations in the Tri-County area through use of the food hub.

  • Work with non-profits, public health initiatives, gleaning programs, Saratoga Apple, and other growers and organizations to create a plan for bringing fresh produce to underserved communities.

  • Determine further impacts of making the food hub a LEED certified building.

  • Create a business plan and plan of administration for the food hub.

  • Plan the delivery of established educational program goals.

  • Plan the structure of delivering educational programs via various methods.

  • Anticipate and project program expenses

  • Propose unit/functional budget based on established financial guidelines or procedures.

  • Provide program related information to the budget development process.

  • Allocate unit/function budget amounts.

  • Plan for mass media efforts related to program/function.

  • Plan effective strategic external and internal program communication efforts.

  • Provide program related information to the staffing plan development process.

Management – 35%

  • Provide support for the guidance of the educational program.

  • Guide participating SLPs to determine type, quantity, and delivery schedule of products from local growers, for the 2022-2023 school year.

  • Collaborate with local growers to obtain a realistic timeline for award of the bid, allowing enough time for growers to create a grow plan and purchase seeds.

  • Collaborate with restaurants, growers, grocery stores, and institutional foodservice operations in the Tri-County region, to determine likelihood of using the proposed food hub.

  • Meet with and hire consultants to assess financial, logistical, architectural, and infrastructure needs for the food hub.

  • Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise in the program utilizing appropriate policies and procedures, as needed.

  • Effectively allocate financial resources to accomplish program objectives.

  • Guide the implementation of communication strategies.

Coordination/Operation – 10%

  • Create templates for schools to track documentation of the 30% Initiative to address client needs.

  • Places orders, coordinates with vendors and growers, delivers foods from the small scale food hub.

  • Provide information for preparation of reports, impact statements, and success stories on program progress and accomplishments for funders, advisory committees, Board and others as necessary.

  • Draft standard and nonstandard communications, requiring only occasional guidance from supervisor.

  • Prepare and submit expense reports.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
