Since 1916, Cornell Cooperative Extension of Albany County has responded to the needs of local residents with unbiased, research-based information, tools and education that people have come to depend on and trust.
The Environmental Health Issue Leader provides leadership for programs designed to inform the public of indoor environmental health topics such as lead abatement, lead poisoning prevention, radon, mold, indoor air quality, healthy homes, and other environmental health issues. Key responsibilities include oversight of assigned staff and programs, securing and maintaining funding, overseeing grant and contract deliverables, managing relationships with funders, ensuring program reporting requirements are met, and leading marketing efforts to ensure robust program participation.
The Issue Leader represents CCE Albany before the public, community leaders, government officials, Cornell University, and others. This position serves as a subject matter expert, proactively implementing programs based on the needs of the community and new or emerging environmental health issues.

Compensation is paid at the rate of $80,000 annually and includes 21 Vacation days, 14 Holidays, 3 Personal days and 12 Sick days annually. Required Qualifications

  • Master's degree plus four years related experience.  A PhD may substitute for 2 years’ experience.

  • Ability to ensure diverse, equitable, and inclusive programs and work environments.

  • Ability to meet the regular travel requirements associated with this position.  A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.

  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

  • Ability to lead programs and staff, oversee budgets, grants, and funding, ensure program goals are achieved and reported properly, and maintain and forge new partnerships.

  • Ability to communicate with tact and diplomacy. 

  • Technology Skills - Ability to learn and effectively use software including use of the internet, program related software, virtual meetings, and Microsoft Office Suite.

Preferred Qualifications

  • Degree, knowledge or coursework in public health, indoor environmental health issues, Cooperative Extension or similar systems.

Position Responsibilities & Essential Functions

Program Responsibilities:

Program Assessment – 10%

  • Provide leadership in assessing programs; make recommendations for programmatic offerings, enhancements, and improvements.

  • May be involved in multidisciplinary or multi­association efforts to assess programs.

  • Maintain direct linkage with Cornell or others for program assessment guidance.

  • Ensure program assessment is within scope of the statewide Plan of Work.

Program Development – 15%

  • Provide high-level subject matter knowledge to develop programs and new initiatives reflective of changing issues.

  • May be involved in multidisciplinary or multi­association efforts to develop programs.

  • Maintain direct linkage with Cornell or others for program development guidance.

  • Ensure program assessment is within scope of the statewide Plan of Work.

Program Delivery – 20%

  • Serve as subject matter expert; provide highly complex responses.

  • Represent CCE Albany before the public, community leaders, government officials, Cornell, or other land grant universities as part of program delivery.

  • Serve on advisory committees, work teams, etc.

  • May be involved in multidisciplinary or multi­association efforts to deliver programs.

  • Maintain direct linkage with Cornell or others for program delivery guidance.

  • Ensure program delivery is within scope of the statewide Plan of Work.

  • Evaluate and utilize a variety of proven educational methodologies.

Program Evaluation – 5%

  • Apply subject matter knowledge to evaluate and analyze programs; make recommendations for improvements.

Administrative Responsibilities:

Direction – 20%

  • Plans strategies to maintain and increase funding and partnerships.

  • Provide high-level leadership in planning programs, staffing needs, marketing efforts, budgets, grants, and contracts.

Management – 25%

  • Provide high-level program leadership for the entire program; ensure contract deliverables and reporting requirements are met or exceeded. 

  • Review funding opportunities and grant proposals.

  • Monitor program to ensure that educational content conforms to research base and the policies and objectives of the Association.

  • Monitoring income/expense to ensure the spending is within budget.

  • Lead efforts to ensure robust and sustained program participation.

  • Directly supervise assigned staff.  Carry out supervisory responsibilities in accordance with the Association’s policies and applicable laws.

  • Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise.

Coordination/Operation – 5%

  • Complete and submit all required data, reports, records, and documentation in a timely manner.

  • Promote public awareness by drafting impact statements, social media posts, web updates, articles for progress/ annual reports, or news releases.

  • Provide programmatic orientation and training for staff.

  • Submit grant or funding proposals.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

  • Support the Association to maintain a safe working environment.

  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
