Department Overview

CARE stands for Campus Assessment Response and Education and is a key program in OHSU Central Student Affairs providing wraparound success-oriented advising and support and navigation assistance for basic needs. The CARE Case Navigator works in the Office of Student Affairs to provide comprehensive student support and faculty consultation to resolve complex student situations that have impacted or may impact a student's ability to function successfully in the University community. The CARE Case Navigator helps facilitate a student?s access to and appropriate use of University and/or community services, including basic needs resources on and off campus. This program includes students in online courses and at regional OHSU campuses, on rotations, and on other clinical assignments. While strong, supportive relationships may develop with students, the Case Navigator does not engage in individual therapeutic relationships. The CARE Case Navigator is responsible for establishing and maintaining collaborative and consultative working relationships within the University, particularly with, but not limited to: The Center for Diversity and Inclusion, Student Affairs, Assistant/Associate Deans in the schools and colleges, Student Health and Wellness, Office of Student Access, Financial Aid, Financial Debt Management, and the Academic Success Center.

Function/Duties of Position

Student Support

  • Meet one on one with students as needed in person or online as requested by student.
  • Meet on one with faculty/staff in person or online as requested by faculty/staff.
  • Assist referred students in making use of University and/or community services.
  • Provide comprehensive, non-clinical case management to address the concerns of students especially those experiencing emergencies or hardships, including but not limited to
    • Mental or physical health
    • Economic
    • Social adjustment
    • Academic success
    • Transitional issues
    • and/or any other concerns impeding student success

Basic needs services to students:

  • Develop, offer, and coordinate services to OHSU students who face housing insecurity, homelessness, financial emergencies, challenges with childcare, food insecurity, and other basic needs barriers to their success.
  • Use a trauma-informed lens and equity-based framework to assist students in accessing resources and solutions essential for increasing their academic success, wellbeing, and persistence toward graduation. Activities include, but are not limited to:
    • Assisting students in determining potential eligibility for benefits programs and applying for assistance under benefits programs at OHSU or outside of OHSU.
    • Meeting individually with students to provide resource navigation support, including assistance with accessing both campus and community resources.
    • Developing and managing the emergency funds program.
    • Developing and managing emergency housing assistance.
    • Developing and managing affordable housing resources.
    • Coordinating and providing culturally specific resources.

Administration and Leadership

  • Collaboratively lead the OHSU CARE Team
  • Develop and maintain strong relationships with campus and community organizations, resources, and services to effectively and efficiently provide easily accessible basic needs support to students.
    • This collaboration includes communicating and coordinating with campus partners, faculty, staff, and student organizations; collaborating with other similar positions at other universities; and building partnerships to secure or leverage community resources for students.
  • Participate in OHSU's Basic Needs Task Force
  • Participate in OHSU's Student Health Advisory Committee
  • Participate in other campus and community organizations as required.

Student Health collaboration:

  • Work closely with others in the Wellness, Health Promotion, and Basic Needs team, including the Wellness and Outreach Program Manager, Food Resource Center Coordinator, and Wellness/Health Promotion Coordinator(s) to provide wraparound wellbeing and basic needs services for students.

Awareness and promotion:

  • Present regularly for small and large groups to raise awareness about CARE Program and basic needs services and to reduce barriers to use of our services.
  • Create online and print materials and resources.

Required Qualifications


  • Bachelor's Degree in Social Work, Education, or related field


  • 5 years experience supporting students in an educational setting with two or more of the following experiences for at least one year each:
    • Experience working with people in distress; including but not limited to people experiencing life threatening emergencies and mental and other health crises
    • Experience handling confidential documents including but not limited to privileged documents, health records, and criminal documentation.
    • Experience working with marginalized and/or under-represented populations.
    • Experience assisting others with navigating local, state, and federal support services
    • Providing crisis management
    • Helping others problem solve and move past structural and systemic barriers.
  • Must show commitment to cultural awareness as demonstrated in your previous work. This includes acknowledging and celebrating differences; communicating respectfully regardless of varying beliefs, orientations, identities, and cultural backgrounds; and to following all OHSU policies including those that prohibit discrimination and harassment.

Registrations, Certifications and/or Licenses:

  • Food Handler's Card (may be obtained upon hire)
  • ASIST Training (can be done after hire)

Job Related Knowledge, Skills and Abilities (Competencies):

  • Knowledge of higher education organizations and issues including: behavioral intervention, case management, student conduct, Title IX, ADA/504, student development, student affairs, benefits opportunities in local, state, and federal locations.
  • Function and communicate effectively and respectfully within the context of varying beliefs, behaviors, orientations, identities and cultural backgrounds.
  • Ability to interpret complex policies and procedures and develop written guidelines, clear and logical solutions, and recommendations
  • Knowledge of social and cultural systems influencing the need for safety net resources and support
  • Must be able to perform the essential functions of the position with or without accommodation.

Preferred Qualifications


  • Master's Degree in Social Work, Student Affairs, Education, or a related field


  • Experience with crisis management Experience with emergency management Lived experience managing basic needs, navigating community resources, and/or living in a marginalized or under-represented community.
  • Complex program management experience, including developing new programs and/or processes.

Additional Details
  • The work will be performed in an office setting on the OHSU campus in person; position will take place primarily on the Portland campus - may also involve travel within Portland metro area and to affiliate campuses across the state of Oregon.

  • Limited exposure to clinical and/or laboratory environments.

  • Day shift with additional hours as needed for special events, travel, etc.
