Position Summary and Duties
The shift Lieutenant supervises and provides direction to the Sergeant and police officers on the assigned shift. The Lieutenant is engaged in patrol duty and other duties such as detective, training, and investigation assignments. A successful candidate must be able to multi-task in stressful situations and keep senior leadership informed in a timely manner.
Essential Functions:
- Conducts roll call and inspects officers, their equipment, and their vehicles
- Patrols all assigned areas observing, supervising, and instructing Police Officers in the performance of their duties
- Checks and reviews police and administrative reports submitted by Police Officers
- Assists Police Officers in performing their duties as needed
- Conducts employee performance evaluations
- Evaluate the application of policies and procedures in the field and provides recommendations for modifications as needed
- Ensures calls and complaints received by radio, telephone, or in-person involving emergency, disorder, and crime are answered
- Interviews persons with complaints or inquiries, takes statements, and tends to the proper disposition of the information or directs them to proper authorities
- Issues instructions and assignments at the scene of police-related activities
- Ensures that areas are blocked and vehicles are moved in anticipation of special events or sporting events
- Ensure adequate coverage of officers at all sporting events
- Conducts police-related community awareness and public relations work. Collaborates with many different departments within the university
- Works closely with Student Development, especially Student Life
- Makes arrests if needed. Assists officers and sergeant in their arrests if needed
- Appears in court to present evidence and/or testify as required
- Performs all other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for the role
- Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries, and merit increases; conduct employee performance evaluations
Required Qualifications
- Education: Associate Degree in Criminal Justice, Law Enforcement, or related fields. (Experience may substitute for some of the required education).
- Completion of Certified Police Academy
- Work Experience: 8+ years
- Courtesy, tact, and diplomacy are essentials elements of the job
- Work involves much personal contact with others inside and/or outside the University for purposes of giving or obtaining information, building relationships or soliciting cooperation
- Able to lead subordinates in a teamwork atmosphere. Work on the strengths and weaknesses of each officer to make the shift better as a unit
- Meet standards and gain a Maryland Special Police Commission
- Complete and pass New Office Orientation Course
- Complete and pass the First Aid, CPR, and AED Certification
- Complete and pass Field Training with a Field Training Officer (FTO)
- Complete 32 hours of mandatory in-service training each year to maintain Police status and pay
- Ability to write and communicate information accurately
- Required to work mandatory overtime as needed
- Knowledgeable of the University, its building, hours of operation, and basic departmental functions
- Knowledgeable of the local area, major roadways, and proximity to local transportation points
- Be familiar with local governmental service points (police, fire, schools, etc.), health care facilities, and can promptly provide access to such services
- Shift commander must be able to multi-task in stressful situations and must keep senior leadership informed in a timely manner
- Shift commander must use judgment and prioritize low and high situations and call upon assistance from senior leadership as required
- Shift commander has the responsibility to implement change within the shift, with the approval of senior leadership, that positively affects the department
- Ability to communicate clearly and concisely via two-way radio
- Ability to work holidays, weekends, during emergency conditions, and additional shifts as required
- Must be able to successfully complete driver’s clearance process
- Extensive walking, running, bending, standing, stretching, sitting, climbing stairs, riding a bicycle (if applicable). Working in all-weather elements and temperatures. Possible exposures to hazardous materials, bodily fluids, and contagious diseases. Exposure to loud sounds such as fire/burglar alarms, concerts, large indoor and outdoor events, and stadium settings
- Must have the ability to perform the functions of a law enforcement officer which would include being able to affect the physical arrest of a suspect, being able to climb stairs, walk across campus, stand for extended periods of time, being able to stoop down, bend over, etc
- Ability to work in adverse weather conditions and wear appropriate uniforms
- Ability to support the mission and values of a Catholic Jesuit education, as well as University goals for institutional diversity
- Complete mandatory 40-hour Supervisory Training course. Prior supervisory experience may be substituted for training course
- Voluntary complete the 35-hour Police Bike Training, Field Training Officer Course, and Hazmat Responder training
- Mentor/Instructor: Provides direction, instruction, and role model for fellow officers
- Note: All Department of Public Safety personnel are fingerprinted for criminal history checks with local and State Police. The contents of any criminal record will be used to determine the applicant’s suitability for employment as a Shift Commander (Lieutenant).
