Campus Police Lieutenant (2nd Shift)

We are seeking a Campus Police Lieutenant (2nd Shift) at Johns Hopkins University's new facility at 555 Pennsylvania Avenue in Washington, DC.  

Specific Duties & Responsibilities

  • Supervise security and public safety staff, enforce departmental rules and regulations governing officers’ performance, and initiate disciplinary action where appropriate.
  • Ensure subordinate compliance with the Public Safety rules, policies, and regulations.
  • Investigate campus security incidents; prepare appropriate reports; ensure that proper campus personnel and/or external groups are notified when necessary (i.e., human resources, student affairs, MPD Responds to medical emergencies, fire alarms, and directs security personnel as needed.
  • Trains and supervises contract security personnel. Provides general information at roll calls.
  • Assist in scheduling and conducting fire drills including the maintenance of records for Fire Department inspections.
  • Supervises and ensures accurate, complete, and correct report writing and documentation procedures and techniques, etc.
  • Serve as liaison to the contract guard service, campus personnel, students, and other outside constituencies.
  • Resolve minor complaints or conflicts involving members of the campus community.
  • Conduct periodic walkthrough of all occupied buildings, ensure security officers conduct thorough patrols of campus buildings and ground.
  • Monitors CCTV and alarm systems and respond to alerts.
  • Supervises special events and assigned security personnel.
  • Supervises security officers assigned to lock and unlock campus buildings and offices as necessary.
  • Maintains security controls for issued University keys; safeguards and controls issued University equipment.
  • Watches for and reports irregularities, such as security breaches, facility and safety hazards, and emergency situations.
  • Remains alert for the presence of unauthorized persons and/or security code violators, approaches suspicious persons, and/or notifies police as appropriate.
  • Interprets policies and procedures for application.
  • Must be able to function in keeping with a community-oriented, value-based philosophy.
  • Performs other related duties as required.

General Supervisor Responsibilities

  • Serve as the primary lead in the Manager’s and Director’s absence.
  • Evaluate, assess, and analyze the performance of security personnel.
  • Maintain all security devices and products in good working condition.
  • Develop and implement preventative measures against accidents, thefts, and other risks.
  • Ensure compliance of applicable policies and regulations while implementing security measures.
  • Acts as troubleshooter for any problems that might arise during the shift.
  • Provide crime prevention training and education to the community we protect.
  • Conduct shift-based drills to ensure security personnel readiness.
  • Maintains training and development records.
  • Monitors and tracks the adherence to time and attendance standards.

Additional Administrative Duties

  • Staff training.
  • Conduct security orientation and onboarding for staff.
  • Message facility and staff community.

The successful candidate will have

  • Excellent organizational, interpersonal, written, and verbal communication skills.
  • Candidates must be able to demonstrate their ability to understand verbal and written direction, maintain a professional demeanor and restraint at all times, including stressful situations.
  • Experience in managing a diverse work force highly desirable.
  • Broad knowledge and understanding of public safety and security issues.
  • Strong analytical, critical thinking, and decision-making skills. Strong interpersonal and communications skills are necessary to effectively deal with the University students, faculty, staff, and the public.
  • Ability to effectively supervise and train employees.
  • Skill in developing community relations between the campus community and the surrounding neighborhoods.

In addition, the candidate

  • Must have a collaborative style of leadership, with the ability and willingness to foster a team environment within the department. Must be able to interact with the general public, students, staff, and faculty in a collaborative manner.
  • Must also be able to work independently, make observations, and write clear, concise, accurate reports containing acceptable content with proper grammar and punctuation reflecting these observations.
  • Must be able to properly and professionally analyze and react to stressful and hostile situations.
  • Must be able to work ALL shifts, including weekends, holiday, and overtime shifts. This may include schedule changes as needed to meet safety and security requirements of the University. Overtime may be MANDATORY.

Minimum Qualifications

  • Bachelor's Degree in related field or graduate of certified police academy.
  • Ten years- experience in law enforcement related field (city, county, state, university, federal agency) with 5 years of law enforcement supervisory/management experience.
  •  Valid MD driver's license required. 
  • JHU Equivalency Formula 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
