General Statement of Duties:

Performs all functions related to the selection and purchase of materials, supplies, equipment and services for the College. Serves as primary contact for procurement activities, procedures and policies, in support of the college community. Maintain relationships with the vendor community. Works with administration to review and support process improvements for purchase orders, vendor selection, and systems to create a modern and efficient procurement process.

Responsibilities:

 

  • Collaborates with college personnel for the purchase of supplies and equipment in order to determine compliance with established procedures and in order to take appropriate action.          
  • Obtains information concerning materials, supplies and equipment by interviewing vendors, visiting vendor facilities, attending product demonstrations, reviewing technical literature and inspecting product samples in order to determine availability, appropriateness and suitability of products, to select items to be purchased and to recommend appropriate action.           
  • Provides technical assistance and advice to college personnel, vendors, etc. in order to insure compliance with established procedures.
  • Prepares written documents outlining description of goods and services to be provided including product performance, costs, delivery date and related information in order to meet college requests.
  • Maintains records of MWCC for the purchase of supplies, materials and equipment in order to facilitate procurement of required products. Including but not limited to purchase orders, internal purchase requisitions, contracts, lease schedules, bid, etc.
  • Review purchase requisitions for appropriateness and required approvals. Enters data and generates purchase orders in the Procurement system and communicate orders with vendors and college personnel as needed.
  • Coordinate assigned purchasing functions, including but not limited to IPR's, purchase orders, contracts, bids, vendor and college community correspondence, etc. in order to ensure efficient operations and compliance with established standards
  • Provide on-the-job training and orientation for employees.
  • Maintains working knowledge of procurement best practices, and fiscal systems such as Banner, Operational Services Division, Division of Capital Asset Management, Massachusetts Higher Education Consortium, and COMMBUYS.
  • Confer with vendors and agency staff in order to exchange information and resolve problems
  • Monitor assigned college purchasing activities in order to coordinate efforts of staff and to ensure compliance with established standards and college objectives.
  • Position is in person on Gardner Campus with the potential of some remote work available via the telework policy.
  • Other special projects and job-related duties as assigned.

Job Requirements:

Minimum Qualifications:

  • Applicants must have at least (A) three years of full-time, or equivalent part-time, professional or paraprofessional experience in purchasing work, and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

  Substitutions:

I.     An Associate's degree with a major in business administration or business management may be substituted for a maximum of one year of the required (A) experience. *

II.     A Bachelor's or higher degree with a major in business administration or business management may be substituted for a maximum of one year of the required (A) experience and one year of the required (B) experience. *

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE:      Educational substitutions will only be permitted for a maximum of two years of the required experience.  Substitutions will be permitted for a maximum of one year of the required (B) experience.

  • Knowledge of the principles and practices of purchasing.
  • Ability to understand, explain and apply the laws, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
  • Ability to understand and apply college procedures and guidelines governing the purchase of supplies, materials and equipment.
  • Ability to gather information through questioning individuals and examining records and documents.
  • Ability to read and interpret documents such as contracts, bids, specifications, etc.
  • Ability to prepare general reports.
  • Ability to work accurately with names, numbers, codes and/or symbols.
  • Ability to use charts, graphs and tables.
  • Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations.
  • Ability to assemble items of information in accordance with established procedures.
  • Ability to determine proper format and procedure for assembling items of information.
  • Ability to communicate effectively in oral and written expression.
  • Ability to maintain accurate records.
  • Ability to follow oral and written instructions.
  • Ability to give oral and written instructions in a precise, understandable manner.

Desired Qualifications:

  • Technical aptitude to work within automated systems.
  • Experience with Vendor maintenance and management.
  • Experience working in public procurement, preferably higher education.
  • Commonwealth of Mass MCPPO training and/or certification highly desirable.

Salary:$63,064.98-$89,614.98

An appointment made from outside the bargaining unit will be at step one unless the collective bargaining agreement dictates otherwise.
