Job Summary

Under the general direction of the Director, UCSF Payroll Services, the Business Systems Analyst -UCPath Project Lead is responsible for managing a portfolio of high-profile, highly-complex programs that support Payroll including the UCPath modules related to Payroll, Workforce Administration, Absence Management and General Ledger. This role focuses on improving Payroll program efficacy by identifying opportunities and then developing, implementing, and managing a portfolio of projects designed to achieve desired outcomes. This position works in close collaboration with other university offices, UC locations, stakeholders, UC Office of the President, and the UCPath Center, serving as a recognized technical leader with a high degree of knowledge in the overall field as well as significant impact and influence on highly complex programs. The incumbent will: •Perform complex analyses and function with a high degree of autonomy on efforts with little or no organizational precedent, where decisions have a high consequence for error and require in-depth evaluation of a broad scope of variable factors. •Identify and recommend to leadership opportunities to improve the effectiveness of finance related programs at the juxtaposition between technology, people, and processes, and then design and implement projects and initiatives to accomplish these goals. •Assemble and lead cross-functional teams of matrixed resources composed of subject matter experts, vendors, and consultants in partnership with leaders from across the organization as appropriate. •Lead the development of appropriate user support mechanisms (communications, training, outreach, common questions answered). Assists stakeholders and systems owners in determining and documenting campus needs involving new and revised data sets and schemas; cross-functional data integration; new data analysis, data mining and data presentation tools; enhancements/upgrades/fixes to existing data resources; and related areas. •Serve in a consultative role, conducting regular discussions with managers, business process owners, UCPath transactors, and campus data users to advise on optimal use of UCPath and to assess and communicate potential impacts and mitigations for existing issues when modifications are proposed. •Achieve objectives utilizing a host of skills including: strategic planning, project and risk management, business process improvement, operational development, gap analyses, requirements gathering, system design and configuration, business system integration, approval workflow diagramming, process documentation, organizational design, testing, data conversion, reporting, security management, change management, communications, training, knowledge transfer, customer support and socialization.


Department Description

The UCSF Controller’s organization delivers full accounting services and related systems for faculty, staff and students, UCSF Foundation, all University departments and any outside entities who have a business relationship with the University. Services provided include General Ledger, Capital and Cash Accounting, Payroll, Student Loan Billing and Collections, Sponsored Research (Contract and Grant) Accounting, and Foundation Accounting. The office uses sophisticated technology to account and report on UCSF financial activity. The Controller’s Office Solution Center is charged with delivering exceptional customer service and ensuring the accuracy and timeliness of responses to a variety of inquiries sent to the Controller’s Office. It serves as the single point of contact support for campus departments, employees, and others to resolve inquiries related to a variety of Controller’s Office functions and systems. Payroll is a major unit of the Controller’s Office. The Controller’s office utilizes various systems to collect, disburse and report on funds. The payroll unit provides payroll solutions and management for UCSF campus and Health, including, time and attendance and pay processing, systems management, project management, and accounting services.


Required Qualifications

  • Bachelor's degree in Finance, Business, Business Process Management or other related area and 10 or more years of directly related experience; and/ or equivalent experience / training
  • Must pass a background check.
  • Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices.
  • Demonstrated ability to participate in the planning and coordinating of a complex project with tasks, timelines, resources and budget using project implementation methodologies and tools. 
  • Experience with continuous improvement methodologies and process improvements that maintain and enhance customer satisfaction. 
  • Knowledge of key business processes (e.g., HR/Payroll, UCPath, Finance/Accounting). 
  • Strong analytical and problem-solving skills, with the ability to grasp and synthesize findings, develop alternative solutions and clearly articulate recommended options with minimal supervision. 
  • Demonstrated effective communication and interpersonal skills to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization. 
  • Ability to work with multiple and varied groups of stakeholders in order to obtain information, inform, and gain consensus.
  • Demonstrated ability to work with others from diverse backgrounds. 
  • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem solving skills.
  • Expert knowledge of business processes and procedures. 
  • Demonstrated testing and test planning skills.

Preferred Qualifications

  • Knowledge of PeopleSoft HRMS modules, table structures and integration of various components
