The Office of Information Technology (OIT) is Rutgers’ enterprise IT office. OIT provides university wide services and support and collaborates with department and unit IT professionals on projects and initiatives for the Rutgers community. OIT’s services and systems include the Rutgers network; email and calendaring systems; IDs/passwords and identity management; data centers; computer labs; help desk support; wireless connectivity; a software portal; information security, risk, and compliance services; research computing; and many others. Posting Summary
Rutgers, The State University of New Jersey, is seeking a Business Systems Analyst II for the Office of Information Technology (OIT).
Among the key duties of this position are the following:
  • Serves as a highly skilled resource to help promote and facilitate the identity provisioning and its related data management services.
  • Functions as a subject matter expert to maintain and enhance the access management operations and Identity provisioning services of Rutgers employees and students.
  • Works with cross-functional teams including IdM senior solution architects/developers, Help Desk, Security, and Compliances to ensure efficiency, security, and productivity are achieved.
  • Serves as an IdM Support Analyst that works with IdM team application leads and PM on projects of varying scale and complexity, with a main emphasis on large-scale, highly complex initiatives for Identity Management integrations.
  • Captures and documents requirements, performs analysis, rule library, system flow, and design to maintain, extend, and evolve Identity Management services consistent with the needs of the University.
  • Serves as the main IdM Release Management coordinator ensuring all release artifacts have been gathered and fulfilled before releasing to production.
  • Serves as a subject matter expert in managing access control to Mainframe’s related services.
  • Serves as the IdM expert in MFA tokens distribution, working with central and departmental help desk unit to ensure sustainable inventory.
  • Performs data analysis to identify issues related to users provisioning and work as the liaison with university source systems support to provide resolution to data mismatches, inconsistent and conflicts.
  • Provides key performance metrics based on available data and project trends/patterns that can lead to service improvements.
  • Investigates and resolves system outages and escalated client issues.
  • Serves in weekly on-call rotation in support of application deployment and major incident handlings.
  • Participates in the quality assurance testing /validation/documenting test cases for the IdM applications rollout in specific or all tiers as requested for system maintenance releases, software upgrades.
  • Collaborates with Information Protection & Security and University Compliances, ensures Identity Management satisfies and facilitates policy and regulatory compliance.
  • Collaborates with the central IT Help Desk and other support units on daily basis to resolve users’ issues reported in ServiceNow tickets, emails, and calls.
  • Creates and assigns JIRA’s for all issues, tasks and improvements for provisioning processes and tools.
  • Provides guidance and training as needed to team and stakeholders.
  • Understands and adheres to Rutgers’ compliance standards as they appear in RBHS’s Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • Bachelors degree or equivalent combination of education and experience.
  • A minimum of 5 years of IT enterprise solution experience.
  • Equivalent education, experience and/or training may be substituted for the degree requirements.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Strong Communication/Written/Verbal skills.
  • Good technical experience with Mainframe access management.
  • Experience in troubleshooting and assisting clients with issues related to Data.
  • Strong MS excel or equivalent knowledge.
  • Work independently with minimum subversions.

Immunization Requirements


Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees , Rutgers University requires all prospective employees to provide proof that they are vaccinated against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.
