Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $83,400 - $155,800.  The budgeted salary range that the University reasonably expects to pay for this position is $106,600 - $115,000.



Job Closing Date

This position is approved for a Hybrid work modality. Currently this department works 2 days per week in the Downtown Campus Center.

About the Job

Reporting to the HCM Business Systems Analyst Director, the Business Systems Analyst 4 Team Lead coordinates and directs the work of analysts. The lead role assumes responsibility for the quality and quantity of work by subordinate staff. Responsible for providing input on hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. Apply expert knowledge of policies, procedures and systems in guaranteeing customer requests are handled timely and accurately. Maintains a close working relationship with all System/Functional Owners systems assigned to their unit are functioning properly, issues resolved timely and proper supporting materials are created. Provides leadership, mentorship and training to help their staff meet their full capabilities and to improve their career opportunities. As a working-lead, the role is expected to work independently, and through their direct reports, to provide high level systems support, integration/ interface support by performing root cause analysis on defects for resolution, maintenance review for updates and testing support on behalf of functional business user. This position has expert functional knowledge of supported systems, and assists subject matter experts with ensuring data integrity of the systems, testing of system changes, and analyzing improvement opportunities in business operational systems. The Business Systems Analyst 4 Team Lead represents the department in the implementation of data and analytics products and in gathering data and performing in depth analysis and problems resolution recommendations to support the Division of the Finance and Administration. The incumbent will serve as an escalated business application support for one or more software and/or applications used within the organization. 

The Business Systems Analyst 4 Team Lead will be involved throughout the software development lifecycle as the requirements subject matter expert and is expected to take ownership for the delivery of the solution. System application environments may include People Soft, open source, and custom or purchased software systems that support the needs of the University. This position independently works on problems that are highly diverse with high complexity in scope that may not have been previously encountered. Serves as an effective, reliable, and trusted resource for process and analytics needs that will extend outside the department to other campus partners and constituents. This position requires management of highly sensitive, complex, and confidential information.

Key Responsibilities: 

  • Leads a team of analysts to guarantee that all work is processed timely and accurately. Direct reports are responsible for the direction/processing of all services provided by the Human Capital Management team. Responsibilities include providing input on hiring new employees, separations, classification reviews, training, evaluations and discipline up to and including termination. Provide training and oversight of direct reports. Conduct regular team meetings to stimulate collaboration and training. Monitors work for accuracy and content by creating/reviewing reports, staff check-ins and service logs. Mentors staff to help broaden their expertise and knowledge in the work they perform.
  • Coordinates, plans and administers a range of analytical operations for multiple Finance and Administration systems use by multiple departments of varying sizes and functions. Creates, analyzes and distributes monthly status reports to the Payroll and Human Capital Management leadership team. Regularly attends department meetings to stay informed of recent decisions and upcoming events, or to respond to any inquiries regarding the financial systems applications.. Provide support for departmental budgeting, ad-hoc report requests, information requests, audits, etc. Share information regarding new policies.
  • Functions as a liaison between the Office of Information Technology and vendor partners and the finance business application owners to facilitate system replacement, upgrade, and/or business process improvements to meet Finance and Administration goals. Involves analyzing large-scale business processes and problems; recommending solutions involving the use of computer systems, information flow and processes; creating specifications for systems to meet requirements; validating requirements against needs; providing user input and coordination for planning and executing unit integration and acceptance testing. Leads cross-functional teams to solve complex business or systems issues. Provides on going and cyclical project management for UCPATH Roadmap Initiatives and represents UC Merced at various system-wide UCPath Initiatives venues.
  • Supports the leadership team to identify business challenges and use data analysis to help influence changes to the operations, process or programs impacting escalated support of business applications. Partner closely with business analysts within the Division of Finance and Administration and IT to build the required system functionality to collect, analyze and present data. Build partnerships with development teams – work closely with internal technology teams and vendors to deliver tools and system solutions, provide monthly review and assessment of the business solution performance and adoption. Provides general customer and Office of Information Technology support for assigned business applications; deals with the most complex system problem logs; works with business and technical staff to perform effective root-cause analysis and resolution; leads implementation support activities; directs and participates in training support activities such as documentation authoring and preparation, training preparation and delivery or follow-up. Gathers, compiles, interprets and summarizes systems and business process changes; maintains system support tables.
  • Creates, maintains and ensures quality of data sets, reports and metrics from supported applications. Assist in data integrity in systems by running queries and analyzing data testing outputs of operational reports Manages testing activities for maintenance and project assignments; provides guidance for testing strategies, scope and scenarios; reviews and provides advice for testing-related estimates of effort, duration and resource utilization; prepares and reviews test plans; identifies testing risks and contributes to the overall management of project and risk plans; coordinates, manages and participates in complex testing efforts.
  • Serves as the business systems support advisory to business stakeholders, working with key organizational resources and outsourced development teams as assigned and monitor on going within the division of finance and administration for campus-wide projects as assigned. Recommend business systems support and/or application improvements. Assist in the development of the support framework for the security profile administration.

    Qualifications

    • Bachelor's degree in related area and / or equivalent experience / training; and
    • 5 years of progressively responsible related experience or 9 years equivalent related progressively responsible experience / training (required); and
    • Lean Six Sigma Certification-Green Belt certification or higher (preferred).

    Critical Knowledge, Skills, and Experience:

    • Advanced knowledge of business and process analysis functions. 
    • Advanced knowledge of related areas of IT. 
    • Knowledge relating to the design of processes and software across the organization. 
    • Advanced skills and methodologies associated with process and software design, modification and implementation. 
    • Demonstrated skills needed to develop process and system implementation plans. 
    • Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, et cetera. 
    • Understanding and skill in complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description. 
    • Demonstrated ability to work with others from diverse backgrounds. 
    • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem solving skills. 
    • Advanced knowledge of business processes and procedures. 
    • Demonstrated testing and test planning skills.
