The University Registrar is seeking a Business Solutions Specialist who will report to the Associate Vice Provost/University Registrar and will provide critical leadership to the University Registrar. They are a technical and functional expert on all functions of the Registrar’s office including protection and integrity of the student records, reporting compliance, institutional needs, data stewardship, technical enhancements and any system concerns (systems related to student data).

This role serves as the main interface between the Office of the University Registrar business area and JH University Information Systems (“UIS”) and various technology teams. The position helps define business requirements, ensures that work is prioritized by business value and in alignment with the overarching business and technical strategies, ensures clear and defined acceptance criteria needed to execute relevant and meaningful test cases, ensures clear communication of the problem definition, current state, requirements, analysis and user stories to the appropriate stakeholders, and assists with the triage of production-related issues identified by business or technology partners.

Specific Duties & Responsibilities

Data Management, Analysis & Support of Operations

  • Advises the University Registrar and senior level constituents on all aspects of data management, student records maintenance, technology enhancement and the implementation of new initiatives that involve technology.
  • They will collaborate with other associate registrars in the office of the university registrar and leadership in the Student Enrollment and Account Management (SEAM) team and interprets the academic needs of the University to ensure that these needs are supported with technology, policies and critical reporting requirements and functions.
  • Manage the team’s data and reporting efforts, including generating/evaluating, and compiling data and preparing and distributing reports.
  • In partnership with other assistant/associate registrars, perform and verify enrollment-related reporting to appropriate institutional and regulatory agencies that govern the discipline and profession.
  • Conduct analyses and create written/visual reports that are easily understood and digested by leadership and other relevant stakeholders.
  • Serves as Interoffice liaison in several regards: concerning the integrity of all student data and all reporting, including submission of the Opening Enrollment, and Integrated Postsecondary Education.
  • Data System (IPEDS); with University Information Services regarding all student system issues, integrations, upgrades, patches and implementations.
  • Supervise the system and data access authorization, file digitization and business operations management.
  • Collaborate with the IT team and develop analytical reports to support information distribution to develop and maintain analytical reports of student enrollment data.
  • Provide a single point of contact for the business stakeholders (all divisional offices) and act as a liaison between the stakeholders and UIS.
  • Apply a lean-agile mind-set to work and support organizational agility.

Technology Development/Enhancement

  • Oversee implementation of new solutions in the functional area. Including supporting the development of supporting materials and the training staff members on new processes and systems.
  • Using a continuous improvement mindset, lead efforts to enhance/improve systems as needed for the functional area. Participate in maintenance, developing, and testing phases of student information system (SIS) and other software as needed. Procures relevant subject matter (SME) experts as needed.
  • Fully understand business problems presented and recommend creative solutions.
  • Lead discussions with the business on multiple options to help address the root cause, including various trade-offs and recommended approach.
  • Facilitate customer demands, evaluate request, manage prioritization and work with the appropriate technical team to resolve issues.
  • Work closely with a variety of internal and external business partners to ensure that all business requirements are understood, documented, and met.
  • Elicit, define and document business process needs for new, existing and/or enhanced products, services, or optimized business processes.
  • Partner with vendors and UIS in the exploration, selection, and implementation of new software solutions and service contracts.
  • Work independently with domain experts on low to medium complexity work to ensure clarity of the problem/opportunity.
  • Manage business and functional requirements for new business solutions.
  • Develop test cases and perform and coordinate user-acceptance testing.
  • Identify system/process/data impacts (upstream and downstream) and propose appropriate alternatives/remediation.
  • Identify impacts across teams and coordinate to manage dependencies and potentially competing priorities.
  • Assist with the triage of production-related issues.
  • Supervise the data analysts’ staff.
  • Assist with other projects, e.g., registration, divisional events as needed, and other general office functions as assigned.

  • Functional experience with Student Information Systems and Microsoft Office Suite of programs (Word, Excel, Access, SharePoint, etc.) is strongly preferred.
  • Knowledge of FERPA (Family Educational Rights and Privacy Act), and all laws, rules and regulations related to JHU policies is desired.
  • Detailed understanding of different phases of the software development life cycle with the ability to develop test cases and oversee user-acceptance testing.
  • Strong planning and organizational skills, and ability to manage competing priorities and work independently. Demonstrated initiative, judgment, confidentiality, and discretion when dealing with sensitive issues. Accuracy and attention to detail in all aspects of the position.
  • An expert in all aspects of best practices in Registrar's Office function, including data management and analysis, student information systems, FERPA, and other compliance related mandates such as IPEDs reporting requirements, enrollment management (prefer experience with enrollment cap management), training and documentation, project management, and staff supervision.
  • Ability to manage long term, high visibility projects with attention to detail, excellent communication with high level constituents, and management of complex technical issues with technical teams as needed.
  • Ability to lead effectively and work independently while maintaining close contact at all times with the University Registrar.
  • Excellent organization skills, ability to prioritize multiple technical projects and needs proven ability to work with and act a translator among multiple constituents from the most senior level business leader to technical staff.
  • Ability to work effectively as member of a team within the Office of the Registrar while maintaining independent responsibility for a variety of projects and initiatives.
  • Experience in managing complex student information systems.
  • Demonstrate strong logic and reasoning capabilities.
  • Process-oriented, with the ability to write current state and future workflows.

Technical Qualifications or Specialized Certifications

  • PM Certification is highly desired.

*This position offers the option to work remotely on occasion, but candidate must have the ability to participate in meetings, receive and make phone calls, conduct on campus workshops, provide in person and virtual support to the SEAM, and attend in person training and conferences as needed.

Minimum Qualifications

  • Bachelor’s Degree required and a minimum of five years of related work experience demonstrating increasing responsibility.
  • Experience in higher education, project management, student information systems, degree audit system, SalesForce, Imaging application preferably OnBase, BI tools.

Preferred Qualifications

  • Master’s Degree preferred.
  • Functional experience with OnBase or other document imaging software is strongly preferred.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
