This position is responsible for administering all HR/ Payroll functions for the Department of Dining and Hospitality Services, adhering to CU System, UCCS, and the Department of Dining and Hospitality policies and procedures.  This position serves as first point of contact for leadership and staff and provides professional assistance to the Dining & Hospitality Services Food Service.

Job Duties:

  • Serve as department records management custodian, including obtaining/maintaining record custodian certification, release police reports as appropriate, audit and purge case reports in accordance with the Colorado Open Records Act/, state archives, and UCCS policies.
  • Serves as Department of Dining Services Payroll/Personnel Liaison (PPL) for a staff of 35-45 employees.
  • Provides human resource administration support to DHS; including assisting with completing and submitting required confidential HR documents; maintaining confidential HR records; receiving and submitting personnel actions such as promotions, transfers, requests to fill positions and terminations; and providing and/or assisting with new hire orientations.
  • Review and analyze position descriptions for accuracy and completeness, rewrite as needed. Advise and guide supervisors/managers/directors on pay rule and policy. Review discretionary pay differentials requests and perform verifications or prepare documentation based on HR data and assessments required to support requests. Monitor internal equity, identify potential inconsistencies or risks, and determine solutions or inform the supervisors/managers/directors of issues.
  • Assists leadership in revising position descriptions for reclassification - both upgrades and downgrades, and proofing and correcting position descriptions written by other department staff.
  • Ensures those assigned under the AVC Administration and Finance organizational chart meet all HR requirements.
  • Works with the Human Resources department (State, Campus and Student) very closely to insure department leadership at all levels of the organization are informed and trained on state policies and practices.
  • Prepares the Performance Management Program (PMPs) Planning and Evaluation Forms as requested by supervisors/ managers/ directors for hiring, terminations. reclassifications, and annual reviews.
  • Responsible for tracking submission of PD and PMPs to the HR Department.
  • Prepares emails/documents to HR to accompany new hire paperwork, job reclassifications. and necessary paperwork for all areas of human resources, including submitting request to fill for New, Vacant, Reclassification. and Terminated positions into HCM, and CU Recruit - following through with all steps of the hiring including the handoff of onboarding of new employee to supervisor/ manager/director.
  • Responsible for all department personnel and student employee files.
  • Ensures all files in electronic and hard copy are managed in an efficient and secure manner. Responds to audit requests, meeting state and university requirements.
  • Holds human resources training for employees, supervisors, managers, and directors.
  • Family Medical Leave coordination with HR
  • Trains and develops Student Directors on administrative tasks, document requirements, policies and practices.
  • Participate on various committees, training events, special projects, and focus groups, including activities to maintain current knowledge of developments in Human Resources (including Payroll Processes).
  • Payroll Processing
  • Processes biweekly and monthly payroll utilizing the Myleave/HCM systems; verifying data inputted from employee/ supervisor is accurate.
  • Utilize system reports to ensure that employees are paid accurately and on time.
  • Investigates, analyze and resolve questions or problems associated with payroll issues.
  • Consult with supervisors/managers/directors and employees on the types and appropriate use of leave, FMLA rights and requirements, and techniques or practices for managing absences.
  • Carry out designated responsibilities in compliance with policies and procedures.
  • Prepares and sends out employee notices related to leave use and balances.
  • Customer Service/department relationship
  • Provides information and interpretation by telephone, electronic, or in person to staff, faculty, and vendors concerning Department of Public Safety operations, rules, regulations and procedures for the various departments under the organizational structure.
  • Trains staff on positive customer service interaction and techniques.
  • Encourages departmental public relations through production of the department informational emails, and various department sponsored social events.

This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

What We Offer:

Salary Range: Generally starting at $44,070 - $56,864

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

This position is dependent on the availability of auxiliary revenues funding.

Tentative Search Timeline:

  • The potential dates for interviews with the search committee will be October 18th and 19th 2021.

  • The potential dates for interviews with the supervisor and appointing authority will be October 25th and 26th 2021.

  • The potential employee start date is November 15th 2021

Qualifications

 

Minimum Qualifications:

  • A bachelor ' s degree from an accredited institution AND 2+ years of experience in Human Resources or Finance.
  • Additional years of experience may be substituted for the bachelor’ s degree on a year for year basis.

 

Preferred Qualifications:

  • Employment in higher education environment for at least two years.
  • Experience with PeopleSoft HCM Financial and HR Management systems in a higher educational environment.

 

Physical Requirements:

 

While performing the duties of this job, the employee is frequently required to sit.  Employee is occasionally required to move. Tasks may involve using a computer screen continuously for long periods of time. The employee must occasionally lift and/or move up to 20 pounds.
