Nature of Work
The University of Colorado, Center for Health Artificial Intelligence (CHAI) is hiring for Research Services Program Manager to support national consortium activities. The multi-institutional consortia support the use of health data, algorithms, and information systems to bridge basic science and clinical research and to foster collaboration across medical research institutions.

This role aims to support a vibrant and evolving informatics ecosystem including: support and enhancement of a collaborative informatics community; development of Good Data Practice (GDP); promotion of software standards for interoperability; growth of collaborative innovation across informatics tools, methods, and processes; advancement of cutting edge biomedical research informatics; data science education for researchers; and novel methods and tools for the evaluation of the impact of these activities to enhance health care through data and informatics. This role supports the creation of collaboratively developed sustainable infrastructure via the axes of open data, open software, and open resources.

The Program Manager oversees the coordination, administration, and engagement of all internal/consortium facing aspects, including planning, organizing, staffing, and managing program activities; and is a member of the Inter-institutional Translational and Integrative Sciences Lab (tislab.org).

We’re looking for a Program Manager to coordinate cross-functional alignment, create efficient and repeatable processes, and deliver initiatives on time through consistent planning and tracking.

Supervision Received
The Business/Research Services Program Manager will work closely with the Director and Assistant Director to lead and manage activities.

Supervision Exercised
This position may directly supervise others.

Examples of Work Performed

Key Responsibilities include but are not limited to:

  • Program Management (60%):
      • Monitor program and project assessments, project plans, milestones, activities, and issues, report to Asst. Dir and to the Leadership team.
      • Lead agile and sprint planning, implementation, management and closeout of projects activities to meet contractual requirements and deliverables.
      • Collaborate closely with cross-functional teams including project managers, Informaticists, meeting facilitators and investigators, to implement and maintain complex processes.
      • Develop, maintain and manage project guidelines, methods of operations, and other documentation to support consistent processes and practices.
      • Create, develop, implement and maintain tools to track and coordinate consortium and project activities that can be used across projects or center/department.
      • Lead stakeholder engagement, assess ongoing needs, and build short-term and long-term program roadmaps to support project needs.
      • Work with the assistant director to provide regular updates to the Steering Committees, stakeholders, and other leadership to ensure alignment with contractual and sponsor expectations.
      • Create slide presentations for various meetings.
      • Support organization of virtual and face to face meetings, agenda planning, coordination of meeting planning and facilities.
      • Support the program evaluation team to define outcome measures, assess the strengths of the program, and to identify areas for improvement.
      • Create a risk management plan to identify and evaluate the risks associated with program activities; coordinate with Asst. Director to take appropriate action to control the risks.
      • In consultation with the Site PI and/or leadership team, assist in recruiting, interviewing and selecting well-qualified program staff.
      • Onboard and training staff.
  • Financial and Grants Management (25%)
    • Ensure that CD2H activities operate within the policies and procedures of the consortium organizations and sponsor policies, grant regulations, standards and guidelines.
    • Create, maintain and monitor budgets, scope of works, resource/staffing plans and performance indicators.
    • Coordinate and manage subcontracts, contractors, budgets, and scope of works
    • Plan, forecast, manage and report on project costs and allowable expenses.
    • Complete progress reports in compliance with guidelines and regulation.
    • Document and analyze program activities and outcomes
  • Consortium communications and engagement (15%):
      • Work with the assistant director and director to provide regular updates to the Steering Committees, stakeholders, and other leadership to ensure alignment with contractual and sponsor expectations.
      • Develop internal-bound communications about the project to consortium members and NIH stakeholders
      • Liaises with consortium leaders, program officers; transparently disseminates ongoing activities and results of all projects; supports development of an open science collaborative community of practice.  Engages consortium members for appropriate program activities. 
      • Manage various internal communication tools/channels: Slack, GitHub, internal team portal/website, Zoom room(s)
      • Other duties as assigned.

    Qualifications

     

    Minimum Qualifications:

    • Bachelor’s Degree in a Business-related field. A combination of education and related experience may be substituted for the bachelor’s degree on a year for year basis.
    • Minimum of three (3) years of experience in project coordination or management of large-scale projects 
    • Three (3) years of experience in technical project management, including large multi-institutional consortium onboarding, milestone management and tracking, complex views over work products.
    • Knowledge of stakeholder groups and/or issues related to clinical and/or bioinformatics, translational science
    • Proficiency in the use of electronic tools for:
    • Email
    • Web conferencing
    • Presentations
    • Document management
    • Communication

    Preferred Qualifications:

    • Master’s Degree in business administration, business, or a directly related field from an accredited institution.
    • At least 5 years of experience in project management of large-scale projects
    • Experience in higher education or research environment

      • Experience with managing large multi-institution, multi-year budgets and expenses, providing different views over the data, as needed for different stakeholders.
      • Ability to manage subcontractors and vendors.

      • Ability to take direction and use independent judgment to meet multiple deadlines. 
      • Ability to problem solve and multi-task.

    Salary and Benefits:

    The salary range (or hiring range) for this position has been established at $57,764 – $86,646

    The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

    The above salary range (or hiring range ) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

    This position is not eligible for overtime compensation.
