Job Description

The Lunar Reconnaissance Orbiter Camera (LROC) team seeks a Business Operations Manager to organize, facilitate, and administer all business operations for its sponsored and non-sponsored awards. This job will provide administrative supervision and program coordination of approximately 10 grants and contracts (including subcontracts) ranging in funding from ~$10,000 to >$10,000,000.  The position also provides key support for proposal development and submission. The successful candidate will interact with the University community, outside academic institutions, business organizations, government agencies, researchers, staff, students and the public sector to advance program objectives.

EXPECTED DAYS AND SCHEDULE: Monday-Friday 8:00AM-5:00PM on the ASU Tempe campus.

Salary Range

$60,000 - $85,000 per year; DOE


Essential Duties

Budgeting, Accounting and financial reporting (30%)

  • Prepare annual budget for LROC, and other awards as needed.
  • Prepare monthly and quarterly account reconciliations and year-end balance projections.
  • Prepare monthly 533M and quarterly 533Q report
  • Provide ad-hoc financial reporting to support business decisions
  • Recommend and establish systems or procedures for monitoring and controlling expenditures
  • Program interfaces (including quarterly fiscal meetings) between ASU and outside agencies such as JPL, Goddard Space Flight Center, NASA, and commercial space entities.
HR and Payroll (20%)
  • Act as primary human resources contact
  • Interface with PI and managers to coordinate the processes and perform tasks for personnel hires, promotions, notice of appointments, salary adjustments, performance evaluations and terminations.
  • Serve as Department Time Administrator to ensure the timely and accurate recording of employee hours.
  • Handle payroll processing and reconciliation, including, time approval and position accounting.
  • Review effort certification reports and advise PI on accuracy.
  • Advise on personnel issues, including, compensation, performance issues, etc.
Purchasing and p-card (15%)
  • Manage the purchase of goods and services. Process purchase orders, employee expenses and purchasing card transactions in accordance with applicable ASU policies and procedures, and ensure appropriate accounting of transactions.
  • Monitor PO’s, and manage receipts and accounts payable in Workday.
  • Monitor p-card transactions in PaymentNet for appropriateness, accuracy of account and expense codes, and timely reconciliation.
Proposal preparation and submission (5%)
  • Interact with the PI, managers, NASA, and subcontractors to prepare and coordinate institutional endorsement and submission of proposals for LROC future extended missions and funding opportunities.
  • Become familiar with program requirements and ASU proposal processes and systems to adequately support proposal development.
Contract Administration (15%)
  • Interact with NASA and Research Operations to ensure timely processing and execution of contracts, funding and no-cost extensions.
  • Administer the receipt and processing of subaward invoices and monthly reports
  • Provide contract support to other LROC awards.
Travel Administration (10%)
  • Process and approve travel requests and expense reports, and serve as key point of contact for questions related to travel and Concur (travel system).
  • Act as Concur Delegate for PI to assist with travel requests and reports.
General Business Operations (5%)
  • Supervise the Student Program Aide positions - provide or furnish training, assign responsibilities and tasks, and monitor performance.
  • Assist with organizing and providing logistical support for events and meetings, including education public outreach (EPO).
  • Work with SESE to conduct LROC annual space inventory.
  • Request or approve key requests.
  • Perform other tasks as assigned by the PI or Program Manager.

Minimum Qualifications

Bachelor's degree in a related field and six (6) years of directly related administrative experience which includes three (3) years of supervisory experience; OR, Ten (10) years of directly related administrative experience which includes three (3) years of supervisory experience; OR, Any equivalent combination of experience, and/or education from which comparable knowledge, skills and abilities have been achieved.


Desired Qualifications

  • Evidence of a Master’s degree in Accounting, Finance or related field of study.
  • Experience in accounting and budgeting (five years);
  • Demonstrated knowledge of basic project management;
  • Experience at performing budget analysis,
  • Experience in coordinating and managing multiple tasks and establishing priorities;
  • Experience in work that requires attention to detail, teamwork skills, and ability to meet deadlines;
  • Demonstrated problem-solving and independence in performing responsibilities.
  • Evidence of effective communication skills with a strong focus on collaboration and a high level of customer service;
  • Evidence of critical thinking and time management skills;
  • Evidence of understanding stakeholder needs, requirements, and requests;
  • Demonstrated knowledge of administrative sponsored project proposal development and award administration.
  • Demonstrated knowledge with business software such as Peoplesoft, Workday, PaymentNet, Microsoft Office, or Concur.

Working Environment

  • Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse (75%); frequently required to stand for varying lengths of time and walk moderate distances to perform work (25%).
  • Regular activities require ability to quickly change priorities which may include and/or are subject to resolution of conflicts.
  • Ability to clearly communicate to perform essential functions.
  • Calculator, telephone, computer (monitor, keyboard and mouse), printer, fax and copier. This position receives general review of objectives.
