Position Description

The Business Officer serves as the senior level Accountant reporting to the Office of the Vice Chancellor Hub Business and Finance Officer (OVC HUB BFO). This role is responsible for all budgetary management of assigned department(s) accounts, funds and sources according to GAAP, GASB, Audit standards and university policies and procedures. This role is responsible for monthly reconciliation and annual reporting for all assigned departments including monitoring of payables, receivables and payroll in all State, Fee, Grant, Revenue and Gift accounts, funds and sources ensuring that all transactions are assigned to appropriate accounts and reconciled monthly and timely. The Business Officer meets with department management including unit managers, department directors, OVC Hub Business Services Manager, OVC Business Finance Officer and Associate Vice Chancellors to provide accurate financial reports and direction. Reconciliation is to include all processes, revenue and expenses, including payroll. The Business Officer answers all standard questions and prepares analysis with recommendations for non-standard items to be reviewed with the BSM and/or BFO.

Information Analysis and Decision Making
• Identify, recognize and resolve problems that have established precedents and limited impact;
• Refer non-standard questions or problems to the OVC HUB BSM and BFO;
• Serve as a responsible party in the OVC Business Hub emergency check process.

Financial Management
• Conduct financial management responsibilities for all types of funding sources managed in the OVC HUB including state, grant, gift, trust and foundation;
• General knowledge of Student Affairs accounting and budget procedures.

Business Administration
• This position serves as the authoritative resource on all OVC HUB assigned departments business and accounts;
• Manage the annual operating budget for all assigned departments and guide their revenue and expenses planning and operations;
• Implement business practices and procedures that support the strategic goals of the OVC Business Hub.

Communication and Interpersonal Skill
• Develop written documents and reports conveying factual information, general guidelines and standard procedures;
• Communicate factual information, both written and verbal, effectively;
• Clearly and concisely convey information orally and in writing to individuals or groups to ensure the information and message is understood.

Human Resources Management
• Process payroll corrections for all OVC Hub serviced departments including correcting prior, current and establishing future charges on the correct chartfield string;
• Reconcile payroll for the assigned OVC Business Hub.

Other Duties and Responsibilities
• Support of and adherence to Departmental and Divisional goals and priorities;
• Provide quality customer service;
• Perform tasks not previously stated as approved by Supervisor.

Minimum Education and Experience Requirements

Bachelor’s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities

• Demonstrated knowledge and experience in the use of a personal computer, word processing, and Excel spreadsheets;
• Demonstrated ability to establish and maintain effective working relationship with internal and external partners;
• Demonstrated ability to independently explain financial concepts and communicate effectively, efficiently and diplomatically both orally and in writing with internal and external partners;
• Strong multi-tasking and time management skills;
• Strong organizational skills;
• Ability to exercise judgement and discretion in problem solving.

Preferred Qualifications

• Demonstrated experience with GAAP, GASB, auditing standards and university policies and procedures;
• Demonstrated PeopleSoft experience;
• University experience;
• Demonstrated Excel and analysis experience;
• Demonstrated successful communication across multiple audiences including verbal, written and non-verbal;
• Demonstrated knowledge and application of Accounting principals;
• Bachelor of Science degree in Accounting, Finance and Administration or like Business degree or an Associate’s degree in Accounting or a minimum of four years of previous finance work experience.
