Primary Purpose of Organizational Unit
The Department of Environment of Environmental Sciences and Engineering (ESE) focuses on the interface between people and the environment with interdisciplinary programs in air quality, atmospheric processes, human exposure and health effects, and sustainable water resources, drawn from faculty expertise In the physical and life sciences engineering and policy. The Department of Environmental Sciences and Engineering (ESE) is an academic and research department located in the Gillings School of Global Public Health and has 24 faculty, 29 joint and adjunct faculty, 14 administrative staff members, and 7 research staff members. It has about 120 graduate students. The mission of the Gillings School of Global Public Health is to improve public health, promote individual well-being, and eliminate health disparities across North Carolina and around the world.
Position Summary
Provide Pre and Post award financial and administrative supervision for assigned faculty/portfolio within the Department of Environmental Sciences and Engineering (ESE) and its Centers and Institute in the School of Public Health at the University of North Carolina. Serve as the Business Officer with strong emphasis on analyzing, interpreting, applying, communicating and promoting the best practices, in an effort to meet the overall organizational mission, goals and objectives. This position reports directly to the ESE Department Manager with a dotted line to the Pre and Post Award Team leaders and is responsible for the day-to-day operations. The Business Officer manages the accounting, budgeting and financial reporting for all fund types, with primary focus on pre-and post-award contract and grants management of complex multi-component awards. This role provides leadership and guidance in fiscal matters, has a thorough understanding of University, State and Federal policies and procedures to ensure the department is operating in compliance, and provides support on financial system issues. The Business Officer serves as a key liaison with other administrators across campus and the School of Public Health.
Minimum Education and Experience Requirements
Mid-career with Masters and 1-2 yrs experience; or Bachelors and 2-4 yrs experience
Required Qualifications, Competencies, and Experience
Financial Management: Ability to plan and monitor the use of expenditures to meet organizational objectives and compliance. Ability to prepare budget documents and reports. Professional knowledge and skill in business operations or accounting and financial forecasting. Ability to allocate resources, plan procurement, and oversee budgets and contracts to ensure fiscal stability of the organization.
Program/Project Administration: Ability to administer and/or manage a program with established guidelines and standards in its entirety or to administer several components of a multi-faceted program. Ability to maintain program/project databases, schedules and reports. Ability to ensure accuracy of data. Ability to perform related administrative duties including coordination with other work units. Ability to research funding opportunities. Ability to collaborate in the development and completion of grants and contracts. Ability to administer pre-and post-award agreements. Ability to prepare related reports as required.
Information Analysis and Decision Making: Ability to gather, organize, summarize and analyze data within prescribed timeframes. Ability to analyze business operations and/or financial statements. Ability to determine and ensure compliance with laws and regulations. Ability to draw conclusions. Ability to review, examine and prepare documents. Ability to choose an effective course of action or develop appropriate solutions and/or reach conclusions. Ability to take action consistent with available facts, constraints, and anticipated consequences.
Business Administration: Knowledge of appropriate business practices and procedures. Ability to manage and improve business processes and operations by ensuring continuity, integration of policies and procedures with the organization’s mission and strategic plan. Ability to develop long- and short-term goals and objectives that support the business functions. May require knowledge of financial management, personnel administration/management, payroll, purchasing, inventory control, facilities coordination/planning, information technology assessment, and/or closely related work. Ability to provide assistance in human resources matters to a higher-level manager in a dynamic organizational unit.
Communication: Ability to communicate information to individuals or groups. Ability to clearly and concisely convey information orally or in writing to individuals or groups to ensure that they understand the information and the message. Ability to listen and respond appropriately to others using the appropriate media (e.g. e-mail, presentations, etc.).
Bachelor’s degree in finance or accounting. 
NIH or other pre-award / Proposal submission experience required.
Position requires thorough knowledge of accounting principles and practices, and experience interpreting policies, rules, and regulations in a research environment. 
Must have the ability to plan, prioritize and organize multiple duties and work independently to perform the requirements of the position. 
Must have prior experience managing multi-component projects from pre- award through post-award closeout. 
Strong understanding of complex rules that govern federal, state and grant funding.
Excellent communication, analytical, and organizational skills are required. 
Must be advanced in Microsoft Word and Excel, and Adobe software applications.
All degrees must be received from appropriately accredited institutions.
Preferred Qualifications, Competencies, and Experience
Master’s in accounting or MBA preferred. We also prefer at least 5 years of accounting and grant management experience, and strong knowledge of PeopleSoft Financials and University accounting processes.
