Business Manager, Veterinary Medicine Administration
College of Veterinary Medicine

The College of Veterinary Medicine invites applicants to apply for the position of Business Manager. This position manages and has approval authority over business, financial, budget, and other administrative functions within the Dean's office of College of Veterinary Medicine at the UT Institute of Agriculture and the Associate Deans' offices of Academic Affairs, Research, and Outreach & Global Engagement. "Department" below refers to CVM Dean's Office and Associate Deans' Offices. Position assures policy, procedure, and legal compliance in financial, human resource, and grant and contract operations. Position manages and oversees all business operations within the unit. Position provides complex accounting/budgeting support for the Dean's Office. Position supervises one non-exempt position (Accounting Specialist - Financial Associate 3).

 



Qualifications

 

Typical Responsibilities:

Budget and Financial Operations

  • Serves as a resource and advisor for department leadership
  • Administers and has approval authority, in conjunction with the Budget Director, on financial, budget, and all related business activities
  • Manages the department's budget including budget development, budget oversight, and maintenance of budget.
  • Oversees and manages all departmental financial operations including oversight of business functions and data entry activities (purchase requisitions, sole source justifications, accounts payable, accounts receivable, procurement card, internal transfers, petty cash reimbursements, etc.)
  • Maintain Center of Excellence (COE) accounts tracking current and future expenditure and obligations of start-ups, proposals and other expenses
  • Responsible for departmental ledger reconciliation and approval including tracking and reconciliation of balances
  • Assures all departmental financial operations are compliant with UT Fiscal Policies and Procedures
  • Coordinates and oversees general business operations such as facility space inventory, equipment inventory, etc.
  • Performs regular and ad hoc financial reporting from IRIS delivering requested information to the Budget Director, Dean, Assoc. Deans, and Asst. Deans,
  • Provides financial control information to the Budget Director and deans
  • Works in conjunction with the Budget Director to develop and manage the departmental budget
  • Supervises Accounting Specialist position and oversees work of departmental staff as it relates to financial, human resource, and budget matters
  • Performs financial and human resource departmental training functions for faculty and staff
  • Prepares budget request for all departments

Human Resource/Payroll Operations

  • Reviews and oversees human resource, personnel and payroll actions initiated by the department
  • Review and oversight includes position creation and management related to budget, new hires, position transfers, and E-Forms for pay changes, funding changes, terminations, additional payments, salary transfer vouchers, etc.
  • Assures departmental actions are compliant with UT Human Resource Policies and Procedures
  • Performs ad hoc human resource, personnel and payroll reporting from IRIS delivering requested information to the Budget Director, departmental faculty, and Dean's office.
  • Evaluates existing departmental internal business procedures and develops then implements improvements with department head consensus

Accounting

  • Reconcile and approve all Dean's Office accounts
  • Manage contracts for the Dean's Office
  • Review and approval Dean's Office position transactions, accounts payable, accounts receivable, and travel
  • Provide miscellaneous reporting to include routine reporting of college-wide monthly forecasts and yearly carry forward reports for Dean's Office accounts, as well as historical analysis of tuition income by student as an example

Miscellaneous

  • Maintain gift account administrative provisions
  • Train new personnel within the Dean's Office and other departments as requested/needed
  • Assist all college employees/students with questions that can be answered under the purview of this position

Desired Knowledge, Skills and Abilities:

  • Ability to manage all business functions of the department
  • Ability to independently manage departmental budgets on unrestricted and restricted funding sources
  • Advanced knowledge of both Fiscal and Human Resource University Policies and Procedures or the ability to become conversant with them
  • Ability to oversee and supervise designated accounting and administrative support staff
  • Advanced skills and knowledge in use of relevant institutional electronic information systems (ERP/Oracle, grants/contracts, etc.)
  • Advanced knowledge of MS Office and related products
  • Advanced knowledge of sponsored research accounting related to grant and contract operations preferred

Minimum Qualifications:

  • Bachelor’s degree in accounting or related business field with at least five years of relevant progressively responsible experience in financial accounting and management.

Preferred Qualifications:

  • Master’s degree in accounting or related business field with two years of relevant experience.
