Business Manager

Lawrence Berkeley National Lab’s (LBNL) Molecular Foundry Division is currently seeking a dynamic and experienced individual to join our team as a Business Manager. In this role, you will report directly to the Molecular Foundry Division Director and play a crucial part in aligning resources to effectively manage and resolve business and operational needs within the Molecular Foundry Division (MFD).

 

 

The Molecular Foundry, situated at the Lawrence Berkeley National Laboratory in Berkeley, California, stands as a prominent Department of Energy (DOE) user facility dedicated to advancing nanoscale science. Since its establishment in 2006, the Foundry has been at the forefront of nanoscience research, offering researchers across diverse disciplines access to state-of-the-art expertise, cutting-edge instrumentation, and other capabilities in the realm of nanotechnology. As a DOE user facility, the Molecular Foundry operates on an inclusive principle, welcoming any interested researcher, or "user," to leverage its resources through a competitive, peer-reviewed proposal process. This unique approach allows users, at no cost, to explore and experiment with nanomaterials, with the expectation that findings will be disseminated through publication, contributing to the broader scientific community's understanding of nanoscale phenomena.

 

 

Responsibilities:

  • Manage, lead, and promote the cost-effective integration of administrative and business support services into MFD’s scientific and operational units.
  • Address logistical problems to ensure effective management and completion of operations objectives supporting the Molecular Foundry scientific mission and vision.
  • Oversee Division financial portfolio, including oversight of financial functions performed by our team of Resource Analysts, especially financial support provided to Foundry principal investigators and staff; as well as financial analysis, metrics, and reporting to the Department of Energy (DOE) and Berkeley Lab’s Office of the Chief Financial Officer.
  • Contribute to formulating and overseeing execution in areas such as division operations, decentralized administrative support services, travel, procurement, property management, human resources, and matrixed services.
  • Supervise and manage administrative support for 7 facilities and Operations.
  • Facilitate the recruitment, supervision, and development of Divisional administrative staff.
  • Work with HR Partners to ensure best practices in Division workforce management, including recruitment, training, and performance evaluation.
  • Contribute to strategic planning efforts and serve as a member of the Foundry management team.
  • Work with scientific and operations staff to develop, implement, and maintain systems and procedures associated with programmatic needs.
  • Represent the Division in Lab-wide administrative forums and meetings.
  • Provide consultation and advice to the Division Director/Deputy on a wide variety of Division operations activities.

 

 

Responsibilities at the Sr. Business Manager Level include:


  • Perform all the above duties at a senior management level, demonstrating in-depth knowledge and authority in business services, budgeting, and human resources liaison and performance management.
  • Develop innovative solutions and provide effective consultation and guidance on administrative matters of broad impact.
  • Take a leadership role in reengineering Lab and divisional business functions and processes.
  • Lead cross-functional policy and process improvement efforts.
  • Devise and lead projects and plans on a 2-10 year planning horizon, innovating solutions to complex problems affecting multiple divisions.

 

 

 

Additional Responsibilities as needed:

  • Provide leadership perspective as a formal member of regular Division committees.
  • Work with Communications and User Program Office teams to implement and execute operations support for user outreach programs and initiatives.

 

 

 

Required Qualifications:

Business Manager:


  • BA/BS desired, with 5-10 years of significant and relevant experience or a combination thereof.
  • Management-level administrative knowledge. 
  • Computer proficiency (e.g., standard office software systems, collaboration systems, advanced information management systems).
  • Demonstrated experience in operational management functions in a research or technical environment.
  • Demonstrated ability to interact effectively at all levels within the organization and with other research institutions and external agencies; effective consensus-building and negotiation skills. 
  • Ability to supervise, motivate, and develop staff. 
  • Demonstrated outstanding organizational and managerial skills. 
  • Demonstrated knowledge in budget formulation and execution, procurement, financial analysis, property management, and administrative management. 
  • Excellent written and oral communication skills. 
  • Demonstrated ability to make independent decisions consistent with organizational goals, policies, and procedures; sound judgment and ability to take decisive action without all desired information. 

 

 

 

Sr. Business Manager:

  • Ability to demonstrate all of the above at a senior management level and additionally below):
  • MBA or equivalent and/or 10+ years of significant and relevant experience or a combination thereof.
  • Demonstrated knowledge and leadership ability in budget formulation and execution, procurement, financial analysis, property management, administrative management, and partnership with human resource management 
  • Significant motivational, team building, mentoring and employee development skills 
  • Strategic planning and implementation skills 
  • Demonstrated supervisory experience and the ability to deal with sensitive employee relations issues.
  • Comprehensive knowledge of managerial and financial practices, strategic planning, and organizational dynamics. 
  • Strong leadership and senior management skills, strategic planning ability, and current
  • and comprehensive understanding of missions and dynamics within a complex organization.

 

 

 

Desired Qualifications:

  • Demonstrated knowledge of relevant Laboratory, DOE, and UC policies, procedures, and practices 
  • Knowledge of Berkeley Lab’s core scientific and technical competencies and of Berkeley Lab’s organizational and operational structure and functions 
  • Extensive knowledge of UC/DOE Management contracts.

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
  • This position is expected to pay $121,092 - 151,396, which fits within the full salary range of $121,092 - 204,324 for the A30.5 - Business Manager.
  • This position is expected to pay $151,632 - $189,540, which fits within the full salary range of $151,632 - $255,876 for the A30.6 - Senior Business Manager.
  •  Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.

  • Work will be primarily performed at: Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Pending strong performance, this position is eligible for up to one day per week telework as part of a hybrid arrangement.
