About the Department
The Department of Mechanical and Aerospace Engineering (MAE) at North Carolina State University (Raleigh, NC) is the largest in the state and among the largest and most prominent in the nation. The department offers Bachelor of Science (BS), Master of Science (MS) and Doctor of Philosophy(PhD) degrees in both Mechanical Engineering (ME) and Aerospace Engineering (AE). The department also offers an accelerated BS/MS degrees in both mechanical engineering and aerospace engineering.
The strengths of the department include the thermal sciences, particularly thermal fluids, fluid mechanics, and combustion; mechanical sciences, including manufacturing mechanics, structural dynamics, materials, and controls; and the aerospace sciences, particularly aerodynamics, aircraft design, hypersonics, propulsion, flight research using UAVs, and computational fluid dynamics.
The Department of Mechanical and Aerospace Engineering has an enrollment of approximately 1000 undergraduate students, 400 graduate students, and highly recognized faculty. Essential Job Duties
This is an internal posting for current NC State permanent and temporary employees, and candidates with RIF priority.
The Business Manager in the Department of Mechanical and Aerospace Engineering is a critical leadership role reporting to the Department Head.
This position has oversight over department operations, business administration, financial management and strategic planning. This position will also collaborate and work closely with the College of Engineering finance, human resources, and research administration offices.

This position will be responsible for the following areas:


Strategic Planning and Business Administration 20%
Participate in weekly department leadership meetings, advisory board meetings, and additional strategic administrative meetings attended by the department head. Contribute to long-range strategic planning, goal-setting, and growth projections for the department.
In conjunction with the College, develop and recommend internal policies and procedures to the Department Head pertaining to financial and human resource administration. Ensure policies are in alignment with the ever-changing and diverse needs of the department and college, which is a large, complex, and multi-faceted business entity.
Effectively communicate the standardized policies of the Department, College, and University to faculty, staff, administrators, and external audiences as necessary. Address non-routine requests related to finances and human resources from the Department Head and College Dean’s office personnel. Independently analyze and provide resolutions for financial issues and other managerial/HR matters. Serve as the primary departmental resource for resolving financial and HR issues and problems.
Financial Management 50%
Independently manage and monitor a diverse range of funding sources within the department, including academic affairs, distance education, summer school funding, facilities and overhead, engineering technology fee, appropriated receipts funds, faculty retention and start-up funding, industrial sponsored senior design (MAE 416) activities, testing service agreements, internal UNC system research funding, COE foundation restricted and unrestricted funds, restricted endowment income funds, professorships, and University endowment fund projects. Provide oversight and guidance for research ledger 5 grant funding.
Possess a comprehensive understanding of accounting and budgeting practices, ensuring compliance with CAS (Cost Accounting Standards) and the State of North Carolina’s policies and procedures. Perform complex and detailed fiscal account management, offering a robust financial management approach.
Compile and summarize complex financial data, supporting budget management and strategic decision-making processes. Ensure compliance with departmental fiscal affairs and recommend resource allocation, planning, and procurement.
Human Resources Supervision/Management 30%
Possess a comprehensive understanding of recruiting, hiring, position upgrading, training, and retention processes in strict compliance with University, College of Engineering, State, and Federal regulations. Serve as the department’s Human Resources expert, ensuring adherence to all applicable regulations and procedures. In the MAE department, function as the chief operations officer, directly supporting the department head. Take responsibility for the management, oversight, and implementation of all human resource functions within the department, including oversight of the faculty reappointment, promotion and tenure processes.
Supervise, manage, and train professional-level employees. Provide oversight and guidance to department supervisors, ensuring compliance with recruitment and selection policies, performance management procedures, and recommending disciplinary resolutions when necessary. Manage and train employees engaged in budgeting, cost accounting, and other fiscal or business operations. Oversee human resource functions and Capital Assets Management Systems (CAMS) Inventory coordinator
Cultivate positive and productive relationships with other departments and units both within and outside the University. Foster collaborative engagement to enhance the department’s overall operations and initiatives.

Qualifications


Minimum Education and Experience
Requires post-baccalaureate credentials with 5+ years of relevant experience; a bachelor’s degree with 5+ experience including or exceeded by 1-2 years of supervisory experience may be substituted for the advanced qualifications on an exceptional basis.
Other Required Qualifications
  • Proven track record in business administration, financial management, and human resources supervision and management, including the ability to lead and manage a team of professionals.
  • Proficiency in data spreadsheet and word processing software, including Excel, Word and Google applications.
  • Experience with Human Resources and Financial Information systems (e.g., PeopleAdmin and PeopleSoft), leave systems, and payroll systems.
  • Thorough understanding of financial regulations and compliance requirements, with the ability to ensure organizational adherence.
  • Preparation and presentation of financial reports, analysis of financial data, and provision of recommendations to senior leadership.
  • Profound understanding of financial principles, encompassing accounting, budgeting, financial analysis, and financial reporting. Ensuring that financial processes meet the needs and expectations of both internal and external stakeholders.
  • Strong problem-solving skills to address financial challenges and devise innovative solutions.
  • In-depth knowledge of recruiting, hiring, training, and retention processes in strict compliance with various regulations.
  • Ability to supervise, manage, and train staff, oversee human resource functions, and serve as a subject matter expert.

Preferred Qualifications
  • Experience with PeopleAdmin, PeopleSoft, Wolf reports, position control, Capital Assets Management System (CAMS), supplemental pay systems, and Contracts and Grants systems.
