Business Manager – Ecology & Evolutionary Biology

Full-time, Exempt, MR10

The Ecology & Evolutionary Biology (EEB) Department is seeking a Business Manager to be responsible for the overall direction, administration and management of the accounting operations in the EEB funds center. This position serves as the primary point of contact for all EEB financial and HR matters and provides oversight of all financial actions.  This position will be responsible for approvals of financial and human resource related expenditures in EEB as well as forecasting department expenditures. The Business Manager will oversee departmental purchasing, monitor accounts for appropriate and allowable charges based on account guidelines, and manage EEB accounts and provide guidance in budgetary action plans.  This position will be responsible for generating payroll reports, reviewing general ledgers and ensuring accuracy and timely reporting while also assisting with sponsored projects, fiscal and year-end close out processes and reporting.  Will consult with faculty regarding activities in sponsored projects administration and with business office accountant to ensure departmental compliance with federal and university regulations. This position also manages all financial transactions of an external public-facing field station.

 



Qualifications

 

Responsibilities:

·         Advises in short and long-range planning and makes recommendations on financial and budgetary actions.

·         Verifies and approves all financial transactions, including travel, procurement, payroll and human resources actions and ensures that appropriate measures are taken to correct any errors in prior month's postings.

·         Prepares departmental annual salary budget, oversees operating budget and makes decisions in department spending in conjunction with department head; tracks available released salary funds and administers research incentive funds. Manages account balances as part of year-round budget management, using expenditure actuals, encumbrance reports, and internal orders to ensure effective funds management.

·         Submits start-up fund requests, tracks expenditures and requests department recoveries.

·         Provides assistance with sponsored projects including developing proposal budget and budget justifications, Cayuse proposal entry, analyzing pre-award documents for cost-sharing commitments and budget allocations, monitoring post-award financial accounts for appropriate and allowable charges in coordination with accountant. Regular interaction with DRA on grant and contract operations.

·         Oversees all E&G, F&A, gifts, scholarship, grants, and income accounts, as well as accounts and management for the EEB public-facing Field Station. 

·         Oversees administering funding of graduate student positions, managing stipend allocations from multiple sources, allocating appropriate funds for fellowship positions, and monitoring fee waiver reimbursement requests.

·         Initiates scholarship and fellowship requests in Scholarship Manager.

·         Review market value of endowed and gift accounts to determine potential support in providing departmental awards.

·         Makes department-specific vendor requests and special payments.

·         Supervises all other staff in the office, including management of training, communications and duty assignments.

·         Oversees personnel management, including hiring to ensure that appointments are processed in a timely manner and that policies and procedures are followed during the appointment process.

·         Approves all biweekly and monthly time and oversees the effort certification process.

·         Initiates and oversees the completion and routing of documents for faculty searches and appointments.

·         Works with the Center for Global Engagement on visa requests.

·         Develops and disseminates department-level expectations, processes, procedures and provides guidance to faculty, students and staff. 

·         Serves as administrative contact for Environmental Health and Safety and coordinates response actions when necessary.

·         Oversees annual equipment inventory, collects data for space inventory survey, manages computer upgrade program including purchasing, records management review, self-assessment audits, and fiscal year-end preparation and coordination. Oversees telephone and network port charges and service requests.

·         Responds to special requests for financial information, budget reviews from department, college, and university personnel. 

 

Qualifications:

Required

·         Bachelor’s degree plus 3 years of experience in financial management; OR Associate’s degree plus 7 years of experience in financial management; OR 11 years of experience in financial management.

Preferred

·         Experience in supervising personnel, and budget planning and management in higher education.

 

Knowledge, Skills and Abilities (KSAs):

Required

·         Knowledge of basic accounting principles

·         Financial accounting and budgetary skills

·         Skilled in Microsoft office (word, excel)

·         Ability to prioritize, multi-task and work under pressure with deadlines

·         Ability to work independently and to resolve problems as they arise

·         Ability to supervise others

·         Ability to interpret data and present results

Preferred

·         Knowledge of UT policies and procedures

·         Knowledge or UT HR and financial systems
