Description

 

The Center for Literacy, Education & Employment (CLEE) is seeking a full-time business manager to join our established team. The purpose of this position is to assist the director in overseeing and administering the fiscal, office operations, human resource, and data management responsibilities of CLEE. As delegated by the director, this position carries full signature authority for specific fiscal and human resource related matters of the department. The breadth of responsibilities is such that decisions made by this position can have far-reaching and long-term impact on the continued success of the center by affecting its ability to strategically plan, to meet fiscal objectives, to maintain fiscal and administrative integrity, to promote a meaningful working relationship with both internal and external constituencies, supporting and assisting PIs with regard to the financial matters of sponsored research, and to comply with relevant federal and state regulations and statutes, Uniform Guidance, and university policies and procedures. This position is classified as a Market Range 10.

Job Duties

 

1.    Financial Accounting - CLEE is 100% grant-funded through multi-year, multi-million-dollar projects. The primary role of this position is to assure the accuracy and integrity of all financial matters of the center and to provide guidance and ensure compliance on sponsored projects by the following duties:

 

• Approving financial/accounting transactions and ledgers at Department level.

• Preparing annual budgets for department and representing the center at budget hearings, meetings, etc.

• Assisting project directors in preparation of budget proposals.

• Reviewing budget justifications and providing recommendations and suggestions as appropriate.

• Assisting with the on-line submission of final proposals in conjunction with the CEHHS Office of Research & External Funding.

• Assisting principal investigators with regard to required financial reporting. Monitors and manages financial activity on awarded sponsored research agreements, providing data to PIs and department head as needed. Ensures expenditures of sponsored research accounts comply with agreement terms, Uniform Guidance, and UT policies.

• Management and oversight of all center accounts. Serve as a member of the Center Management Team to assist CLEE in decision-making.

• Evaluating all center accounts to determine need for fiscal year performance-based distribution.

• Calculating initial pay funding changes for PIs and associated personnel on grants and contracts to reflect effort as approved by the agency. Directing staff to process appropriate pay funding changes. Continually evaluate that effort to ensure ongoing compliance.

• Supervising and coordinating accounting activities of the center.

• Serving as financial policies/procedures resource.

• Originating and sending correspondence associated with financial matters.

• Solving a wide range of financial/business-related problems.

• Consulting with the CEHHS Assistant Director of Finance, CEHHS Office of Research & External Funding, and/or the UTK Office of Research as necessary.

 

2.    Human Resource Management - The majority of HR actions impact the budget, either directly or indirectly. Consequently, all HR-related transactions are routed through this position for departmental approval. Related duties include:

 

• Approving all personnel actions for faculty, staff, student employees, and temporary employees within the center, both signatory and electronic.

• In conjunction with director and PIs, conducting searches to fill staff vacancies.

• Supervising departmental administrative staff, assigning responsibilities while ensuring a balanced workload and cross-training opportunities.

• Conducting performance evaluations for direct reports, setting goals, and implementing corrective action.

• Writing/developing position descriptions.

• Providing and implementing solutions to HR-related problems.

• Overseeing and conducting training for personnel.

• Serving as HR policies/procedures resource.

 

3.    Data Acquisition & Analysis - A myriad of data and information in the form of databases, records, and reports are an integral part of the operation of the center.  This position plays a key role in the processes of acquisition, reporting, and management of such data and information:

 

• Coordinating and providing accurate records regarding financial and participant databases for program reviews.

• Preparing reports on budget expenditures & projections, research productivity, etc., for director’s use in decision-making.

• Preparing research project statistical and cost analyses as required by external sponsors.

• Collecting and analyzing data necessary for annual budget preparation & reporting, routine annual audit assessments, space inventory surveys, etc.

• Maintaining departmental databases for participant tracking as required by funding agencies.

 

4.    Operational Administration - Ensure effectiveness of center operations by:

 

• Making recommendations to director regarding facility needs (furnishings, repairs, construction, etc.).

• Directing and implementing facility-related projects in conjunction with UT Facilities Services and external entities.

• Assisting with preparing and submitting documents for various types of contractual agreements for the department (MOU/MOAs, etc.) 

• Providing guidance to project directors and other office personnel with terms of use and purchase agreements.

• Managing and facilitating contract process to ensure satisfactory completion, including communicating with outside agencies and vendors.

 



Qualifications

 

Required Knowledge, Skills, and Abilities

•  Knowledge and mastery of standard accounting principles (GAAP).

• Professional integrity, including a thorough understanding of confidentiality.

• Communication and interpersonal skills sufficient for effective interactions with a broad range of individuals, including faculty.

• Effective organizational, prioritization, and problem-solving skills.

• Effective time management, stress management, and conflict management skills.

• Proficiency with common office and database software.

• Ability to multi-task.

• Ability to lead a team.

• Knowledge of Uniform Guidance.

 

Preferred Knowledge, Skills, and Abilities 

• Knowledge of IRIS (SAP), Cayuse SP, Banner, Taleo or equivalent ERP systems and software.

• Knowledge of UT’s fiscal and human resources policies and procedures.

• Knowledge of State and Federal government finance and budgetary policies and procedures

 

Required Experience

•  Bachelor’s degree in accounting/business and 2 years of progressively responsible experience in accounting/business management OR high school diploma and 5 years of progressively responsible experience in accounting/business management

• Work history related to post-award management of grants and contracts.

• 1-year supervisory experience.
