Job Description:

POSITION TITLE: Bursar

DEPARTMENT:  Administration and Finance 

PRIMARY LOCATION: Fall River

REPORTS TO:  Comptroller

POSITIONS SUPERVISED:  Student Accounts Office 

STATEMENT OF DUTIES:  Under the general supervision of the Comptroller, responsible for providing administrative leadership of the Student Accounts Office (SAO), including operations, training, and compliance.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

  • Coordinate and oversee all activities associated with the college's student receivable system, including third-party billing, collections, debt intercept, write-offs, preparations of 1098-T forms, and account reconciliations.
  • Responsible for monitoring payment processing and cashier processing by SAO staff.
  • Manage and support SAO staff involving payments, past due balances, and collection issues.
  • Monitor accounts receivable processes to ensure accuracy, timeliness, completeness and compliance with regulations.
  • Process disbursed financial aid and refunds in accordance with state/federal regulations and institutional policies and procedures to ensure proper processing of all external state/federal funds, including G6 draw-down requests.
  • Responsible for overseeing, updating, and complying with internal control policies and procedures within the SAO.
  • Responsible for ensuring compliance with Federal and State regulations as they pertain to student billing.
  • Safeguard, process, and deposit all college funds, including student tuition payments and any other monies collected campus-wide.
  • Ensure quality customer service to students, parents, and all Bristol Community College departments.
  • Responsible for maintaining and updating the College Catalog and webpage with all SAO-related information. 
  • Work cohesively with Financial Aid office to ensure accuracy of student balances, Financial Aid Disbursements, etc. 
  • Maintain high integrity of all accounting activity on student accounts with regard to billing sub-code classifications, academic term classification, and accurate account balances. 
  • Establish and maintain policies, procedures, and internal controls for accounting and depositing of payments, and monitoring of receivables.
  • Responsible for the operation of the student payment plan.
  • Answer questions and concerns of auditors and implement recommendations.
  • Responsible for managing the Banner AR module, testing upgrades, and implementing new functionality.
  • Develop and implement strategies to create efficiencies, improve service, and ensure compliance.
  • Administer and oversee the Nelnet payment gateway.
  • Serve as primary liaison with vendors and extended campus partners as they relate to AR functions.
  • Serves as primary liaison and contact for supplying various documents, schedules, and information as it relates to AR functions at the request of external auditors and federal and state agencies.
  • Provide leadership and management to area personnel to include hiring and selection, subject matter training, support, coaching, performance evaluation, development, workforce planning, and identifying opportunities for growth and improvement, all while fostering a positive workplace culture.

Requirements:

EDUCATION AND EXPERIENCE

REQUIRED QUALIFICATIONS:

NOTE: Unless otherwise noted, all required qualifications must be met by date of hire.

  • Minimum of a Bachelor's degree in business, accounting or finance.*
  • Minimum of 3-5 years of experience in an accounting position*.
  •  *An equivalent combination of education, training, and experience shall be considered.
  • Demonstrated ability to hire, lead, manage, coach, support, train, and evaluate support staff.
  • Strong accounting, analytical, and technological skills.
  • Possess strong customer service and interpersonal skills.
  • Ability to analyze and improve processes.
  • Working knowledge of computerized financial records system.
  • Demonstrated proficiency with Microsoft Office 365 applications, such as MS Word and Excel.
  • Strong oral and written communication skills.
  • Ability to handle confidential information with discretion and in alignment with the Family Educational Rights and Protection Act (FERPA) and Health Insurance Portability and Accountability Act (HIPPA) regulations.

PREFERRED QUALIFICATIONS:

  • Experience in an accounting position within the Higher Education industry.
  • Experience with Ellucian (Banner) integrated student data management system.
  • Knowledge of higher education principles, practices, and procedures.
  • Knowledge of and experience with interpreting and implementing Title IV regulations.
  • Experience with audits.
  • Robust understanding and demonstrated inclusion of best practices focused on access, equity, student success, and high-impact practices.
  • Ability to communicate in a language in addition to English.

Additional Information:

POSITION STATUS:  This is a full-time, non-unit position with benefits.

SALARY:   Grade 10, $87,473.89 - $96,554.81, commensurate with education and experience.
