Summary

The Bursar provides oversight of student billing and invoicing, cash receipts from students and third parties, posting of financial aid funds, issuing student refunds, reconciling student receivables and loan accounts, and managing the College's institutional loan portfolio. The Bursar takes responsibility for improving processes within the department and ensuring excellent customer service. The Bursar will have familiarity with federal and state laws and regulations pertaining to student billing and loans and be able to advise leadership in developing the College's financial reporting and compliance capabilities pertaining to student accounts. This position will report to the Treasurer of the College.


Job Duties

The Bursar will have manager-level familiarity with all of the following functions and will be responsible for performing the following functions:

  • Work with students and student loan borrowers to resolve problems and questions regarding charges, billing, payment arrangements and any other student account and student loan related matters.
  • Provide oversight of the daily operations of the student billing function for student accounts, ensuring compliance with Federal and State laws and regulations, as well as adherence to College policy.
  • Collaborate with Student Services departments (Financial Aid, Registrar, and Student Affairs) to ensure high quality student service.
  • Track, collect, and record student receivables of tuition, fees and insurance, including direct payments from students and third-parties, as well as institutional and federal financial aid.
  • Perform student billing, ensuring accuracy of student charges and performing adjustments as required by federal and institutional policy. Generate billing communications to students and third-party payers.
  • Review credit-balance payments for issuance to students; work with the AP and Treasury departments to ensure accurate and timely processing of payments to students.
  • Coordinate with the College’s student loan servicer and collection agencies to ensure borrowers are receiving excellent customer service and that all records and reporting are accurate.
  • Demonstrate a thorough understanding of College policies and procedures that pertain to student billing and payments.
  • Review monthly appropriate fiscal records and make necessary adjustments to maintain an accurate & current accounting of College funds. Play a proactive role in the fiscal year-end close process. Ensure that all accounts within areas of responsibility are reconciled.
  • Assist with managing the departmental workflow. Monitor internal control procedures within areas of responsibility, and recommend changes to strengthen internal controls.
  • Prepare annual reports on federal student loan funds for submission to federal agencies (FISAP & Annual Operating Report [AOR]).
  • Provide additional support to the Finance department as needed. Recommend and participate in the development of College policies and procedures. Participates in special projects as assigned.
  • Prepare 1098-T Tax Tuition statements to students.
  • Compile and maintain official tuition and fees schedule.
  • Responsible for billing system updates.

Minimum Qualifications
  • Bachelor's degree in Business Administration, Finance, Management, Accounting or in a related field. 
  • Seven years accounting and managerial experience, including staff supervision and development, at least two years at an institution of higher education.
