The College of Education - Dean’s Office has an outstanding opportunity for a Budget Fiscal Analyst.

Reporting to the Dean’s Office Associate Director of Research Administration - Post-Award, the Budget Fiscal Analyst will support the College and its various centers with fiscal administrative operations by providing guidance to faculty, staff, and students regarding UW financial procedures and guidelines; performing technical fiscal analysis and financial reporting which involves analyzing and developing budgets for a variety of funding sources; developing specialized budget reports for COE directors, principal investigators and external funders; and processing daily requests for the acquisition of goods and services.

RESPONSIBILITIES:

Develop budget reports and projections for a variety of funding sources including state, grants & contracts, gifts, discretionary, and self-sustaining for distribution to College of Education Leadership, Directors, principal investigators, the Dean’s office, and external funders.

• Prepare routine and specialized budget reports, analyzing expenditures and forecasting fiscal needs and commitments for state, departmental budgets, self-sustaining budgets, and grants.
• Review reconciled monthly expenditures prepared by a fiscal specialist and monitor budget activity to ensure compliance with department, institutional and/or granting agency policies, rules, and regulations.
• Review budgets for variances and recommend corrective actions as appropriate.
• Participate in preparation of the institution biennial budget request including reviewing, analyzing, and summarizing fiscal data and writing narrative justification under guidance of the Associate Director of Post Award and the Assistant Dean of Finance and Administration.
• Prepare ad-hoc reports and analysis as requested from Dean’s Office.
• Coordinate procurement requests from faculty, staff & students for the acquisition of goods and services. Approve purchases when appropriate.Work with UW Procurement Services and outside vendors.Provide guidance to faculty, staff, and students on procurement procedures.
• Manage client insurance billing and reimbursement and act as coordinator between insurance billing and clients.
• Coordinate day- to -day financial actions including travel reimbursement and procurement card purchases, encumber requisition requests and monitor status of contractor payments, resolve payment delays, petty cash reimbursement forms, maintain a comprehensive system for fiscal recordkeeping and records retention.
• Coordinate with COE HR on new appointments in Workday.
• Participate in audit by collecting/gathering required documents as requested by supervisor.
• Monitor and correct costing allocations as needed.
• Attend monthly COE fiscal meetings.
• Work to ensure that timely budget projects are disseminated to faculty, create sub-budgets, and ensure that sponsor requirements are met.
• Track and Monitor Faculty Effort Certifications and report variances to post-award grant managers.
• Review and monitor Grant and Contract Certification Reports as assigned.
• Review annual documentation requirements for Risk management.
• Monitor Operating Budget Detail reports and report variances to Associate Director of Post Award.
• Review and Coordinate EEU account in the CACFP (Child and Adult Care Food Program).
• Other duties as assigned.

MINIMUM REQUIREMENTS:

A Bachelor's Degree with major study in accounting, business administration, or related field and two years of work experience as a Fiscal Specialist, or equivalent combination of education/experience.

DESIRED:

• Strong Excel skills.
• An understanding of generally accepted accounting principles.
• Knowledge of UW, State, and various funding agency's policies, procedures, and regulations.
• Experience in budget reconciliation, preparation of financial reports and maintaining a comprehensive record keeping system.
• Ability to apply good judgment, critical thinking and seeing the comprehensive “big picture” across budgets and tasks attention to detail, and ability to work both independently and collaboratively.
• Excellent written, verbal, interpersonal communication, and time management skills.
• Willingness to work in a team setting to streamline and implement improvements to college financial systems.
• Ability to maintain focus while dealing to interruptions.
• Commitment to building personal and organizational capacity.  Knowledge of UW financial systems a plus.
