Description of Work
Support UNL’s biotechnology initiative by designing, implementing, and administering UNL’s program for research involving biological agents, including high consequence pathogens and select agent (biological agents that could be diverted for bioterrorism use), as well as clinical and teaching operations involving pathogens. This involves preparing registration and/or APHIS/CDC applications and renewals; developing, implementing, and maintaining associated biological protection programs and procedures; auditing and evaluating research protocols, activities, and laboratories/facilities; and formulation/implementation of recommendations for achieving and maintaining compliance with NIH guidelines for work with recombinant and synthetic nucleic acids, HHS, and USDA regulations. Assume the “Responsible Official” duties of the Director of EHS in his/her absence. Support expansion of UNL’s research initiative by conducting similar activities relative to specialized, high-hazard facilities (i.e., nanofabrication), to also include review and evaluation of construction designs. Assist in the implementation and overseeing of the EHS research/laboratory safety program. Serve as a member of the Emergency Operations Command Center. Apply expertise to complex operations and/or regulatory requirements that may impact multiple EHS functional units (e.g., environmental programs, radiation safety, occupational and general laboratory safety). Serve as the EHS representative on several Institutional Research Oversight Committees, facilitate cooperation/interaction with the Office of Research Responsibility. Provide leadership, supervision, mentoring, and development of assigned staff.

Minimum Required Qualifications
Bachelor’s degree in biological sciences, microbiology, virology, biochemistry, biology, toxicology, industrial hygiene, or similar science plus three years of biosafety experience. Broad knowledge of and proven ability to apply biosafety and EHS principles, theories, and concepts to provide creative solutions to complex problems. In-depth knowledge of regulations and industry standards related to biosafety (e.g., NIH Guidelines, BMBL, etc.). Familiarity with the CDC and/or United States Department of Agriculture policies regarding research with infectious agents. Ability to develop, implement, maintain, and monitor biosafety programs and research/laboratory safety programs and initiatives, including development and execution of training, written procedures and policies, and conducting inspections and risk assessments. Leadership, supervisory, and organizational skills. Ability to effectively manage multiple priorities. Ability to apply knowledge of NIH and other industry standards and regulations to unique operations and situations. Ability to formulate and document individualized and complex reports regarding unique operations. Ability to maintain meticulous records to demonstrate compliance with regulatory requirements. Ability to physically inspect laboratories and other areas to accurately assess compliance status. Proficient with computer skills. Excellent verbal and written communication skills.
Preferred Qualifications
Master’s degree in molecular biology, virology, microbiology, or similar science. Professional experience at an institution of higher education with a biosafety program of similar scope to UNL. Professional experience in other EHS disciplines. Supervisory/leadership experience. Experience working in a BSL-2 or BSL-3 containment research facility. Working knowledge of ancillary regulations impacting biosafety programs, such as transport and waste management regulations. General knowledge of mechanical systems and construction design for complex research facilities and associated hazard control techniques and principles. Knowledge of occupational safety issues relative to IACUC functions. Knowledge of Incident Command structure and function. CBSP (Certified Biosafety Professional) or other relevant professional certification.
