Job Description Summary:
The Center Based Early Head Start Family Support Advocate provides intensive family support services to families enrolled in Early Head Start center-based programming. The Family Support Advocate educates families in the areas of parenting, child development, health, nutrition, self-sufficiency, and family relationships by using outcome-based interventions and working as part of a multi-disciplinary team that includes classroom teachers and health care personnel. The Family Support Advocate teaches problem-solving skills and assists families in accessing community resources and existing service delivery systems. The Family Support Advocate will have the responsibility for 35-40 children and their families.
Job Description:

Support parents in their primary role as their child’s first and most important teacher. Establish and maintain positive team-focused relationships with families, classroom staff and community organizations. Work in partnership with assigned families, assuring that they receive the comprehensive, integrated services they need to achieve program outcomes.
Develop rapport and trust with parent(s) and primary family members. Support the involvement of families in the Policy Council, monthly parent meetings, and parent committee meetings, parent/child socializations.
Assess family systems for strengths and needs. Develop and maintain current Individual Family Partnership Agreements for all families on caseload, establishing goals, reporting outcomes, brokering and referring for services, monitoring progress. Administer screenings and assessments as required.
Help families identify and access needed resources including; health, mental health, social services, education, transportation, and job training. Advocate and make referrals for families in need of community resources. Provides follow-up and documentation of each service rendered. Coordinate/provide training for parents in all aspects of family support services.
Implement goals, policies, procedures and activities designed to provide the full range of family support services in compliance with Head Start Performance Standards, including assisting families with obtaining health and dental services and other child/family services identified, as part of ongoing case management. Work to help parents broker and utilize support services within the community to meet their family support goals. Teach effective communication, goal planning, parenting skills and problem solving skills using techniques such as role modeling and demonstrations.
Approach difficult family and individual issues in a positive manner that leads to growth. Promptly document all interventions with families and notify supervisor immediately of any unusual or at risk situations.
Complete home visits according to family need, program schedule, policies and procedures. Complete weekly paperwork on time as required by program guidelines, contact notes, home visit tracking records, checklists, PROMIS forms, health related forms, employment related forms, personal weekly schedule, and mileage.
Ensure participation in parent involvement activities per Head Start Performance Standards including assisting with organizing and providing ongoing support to Parent Committees. Coordinate with Teachers to plan and conduct monthly classroom Parent Meetings with Teachers and parents.
Participate in Child and Family Review, Parent-Teacher Conferences and IEP and IFSP staffings as required. Participate in all research efforts as required by Educare of Kansas City. Participate in staff development activities and demonstrate increased knowledge, understanding and ability to transfer knowledge to practice with families. Participate in staff meetings, retreats, and various conferences as requested.
Additional duties as may be assigned by supervisor.
** Required Qualifications **
• Bilingual English/Spanish
• Bachelor's degree in Early Childhood Education, Child and Family Development, Social Work or related area
• Successful experience teaching child development and parenting skills to adults
• Efficient experience delivering family support services
• Ability to assess individual and family dynamics
• Ability to identify and respond to the social, economic and cultural experiences of Project Eagle participants
• Ability to assist individuals with enhancing problem solving skills and in accessing community resources
• Ability to establish and maintain productive communication and working relationships with families, co-workers and community members in order to develop and maintain quality client-centered services
• Willingness to deliver year-round home-based services on a flexible schedule to meet the needs of families
• Excellent organizational skills
• Strong computer skills
• Desire for continuous professional development
• Valid driver's license and access to personal car on a daily basis
• Ability to work some evenings
** Preferred Qualifications **
• Master's degree or graduate level course work in any of the required discipline area
• Two or more years of successful experience using a strengths-based family support approach teaching and/or delivering services in the following areas: prenatal education, early childhood education, and parenting education
• Knowledge of Part B/Part C Services.
• Knowledge and skills in completing comprehensive assessments covering all areas affecting family functioning
• Experience writing family goals or Individualized Family Partnership Agreements
• Knowledge of resources in Wyandotte County
