Project Eagle is an early childhood program focused on preparing children, engaging families, and promoting excellence for children and families in Kansas City, Kansas. Project Eagle provides home-based and center-based services to pregnant women and/or children ages birth to five through a variety of programs. The Attachment and Biobehavioral Catch-Up (ABC) Home Visiting program is a home-based parent-coaching program that supports caregivers in their innate ability to parent responsively and sensitively to help their children thrive cognitively and emotionally. Project Eagle implements ABC Home Visiting in Wyandotte, Douglas, and Leavenworth counties in Kansas through Family First Prevention Services funding through the Kansas Department for Children and Families. The ABC Community Navigator works across the ABC Home Visiting program and the Connections program. Connections is Project Eagle’s comprehensive screening and referral program. The primary role of the ABC Community Navigator is to meet with families desiring assistance and use interviewing techniques and formal assessments to determine the programs, resources and services which can most effectively meet the families’ needs and wants. The Community Navigator will assist the family in accessing community resources that are needed immediately and while participating in the ABC Home Visiting program. The Community Navigator will also provide weekly one-on-one home-based visits to a small caseload of parents and provide feedback and coaching on specific parenting behaviors that lead to strong attachment and self-regulation. Reports to the ABC Program Coordinator.

Required Qualifications


  • Bi-lingual English/Spanish. 

  • Bachelor’s degree in Social Work, Psychology, Early Childhood Education, or a related field of study. 

  • Experience working with parents of young children (birth to five years of age).

  • Ability to establish and maintain productive communication and working relationships with families, co-workers, and community members in order to develop and maintain quality client-centered services.

  • Attention to detail and good follow through. 

  • Ability to identify and respond to the social, economic, and cultural experiences of participants.

  • Ability to assess individual and family dynamics.

  • Ability to assist individuals with enhancing problem solving skills and in accessing community resources.

  • Must be competent in the use of basic office equipment and word processing programs.

  • Possess excellent planning and time management skills.

  • Valid driver's license and access to personal car on a daily basis. Ability to work some evenings.

  • Must have initiative, good judgment, resilience, patience, discretion, perseverance, and enthusiasm. Excellent interpersonal skills necessary.

  • Maintain confidentiality of interactions.




Preferred Qualifications


  • Knowledge of resources in Wyandotte, Douglas, or Leavenworth counties.

  • Experience delivering home-visiting services.

  • Knowledge and skills in completing assessments and screening measures covering all areas affecting family functioning.

  • Graduate work or degree in a relevant field.

  • Experience delivering home-based, site-based, and tele-video services.



Key Roles and Responsibilities:

Meet with families as soon as possible after the initial request for assistance is made.

Assess family systems for strengths and needs utilizing the established screening and referral protocol. Work in partnership with the family to identify and prioritize service needs and wants through an interview process and the use of screening and assessment tools (child development, depression, etc).

Explain the services of the most appropriate programs for the family based on their initial screening results.

Refer families to community resources (WIC, emergency assistance, etc.) to meet the families’ immediate needs. Assist families with understanding and implementing a goal plan in order to encourage and promote positive outcomes for their families.

Ensure the appropriateness of the placement by following up with the family to determine satisfaction with the program services.

Provide the ABC Intervention to a small caseload of families (3-6 families at a time).  Deliver the manualized program of home visits to caregivers and their children for 12 weeks (including introductory and follow up visits) as developed by the University of Delaware, ensure fidelity to the ABC Model and curriculum.

Approach difficult family and individual issues in a positive manner that leads to growth. Promptly document all interventions with families and notify supervisor immediately of any unusual or at risk situations.

Document family information into the management information system. Maintain accurate, current documentation on all services provided.

Participate in all data collection and research evaluation components of the ABC program and Connections program as required.

Participate in Project Eagle staff development activities and demonstrate increased knowledge, understanding and ability to transfer knowledge to practice with families.

Participate in monthly Project Eagle staff meetings and semi-annual professional development activities.

Other duties as assigned.

Anticipated Hiring Range:

$ 21.96/hr
