Job Summary

This position is responsible for the strategic and operational leadership for the UCSF Benefits department & spends the majority of time achieving organziational objectives through the coordinated achievements of both health & campus benefits staff.  Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and physical resources in compliance with departmental and organizational goals and objectives. Ensures Health & Campus benefits staff and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

  • Defines Departmental Goals & Standards:
    • Ensures that the UCSF Benefits Office is on track to accomplish strategic unit goals, process improvements, and that metrics are in place and monitored to manage performance.
    • Ensures that the Benefits Analysts and the Benefits Office overall provide a high level of customer service and customer satisfaction to all UCSF clients.
    • Ensures the Benefits office is providing consultative services to help UCSF employees understand and access their University health and welfare benefits and retirement benefits.
    • In conjunction with senior benefits analysts, provide training for internal Tier 0/1/2/3 HR partners & subordinate benefits staff to ensure they are providing excellent customer service for a diverse, large, and growing client group. Ensure staff fully understand the rich and complex menu of benefit options available to employees and understand the University, practices, policies, and Federal and State laws that guide our administration procedures. Provide each staff member with opportunities for growth and advancement.
  • Represents UCSF administration & employee regarding benefits interests:
    • Shares both Health & Campus employee experiences & challenges regarding benefits issues to UCOP/UCPath/RASC/external partners. Advocate for improved services, process improvements, & recommend policy changes to ensure UCSF employees receive the services & support they need.
    • Ensures benefits policy or program changes are implemented effectively & that appropriate stakeholders across the UCSF enterprise are made aware via communication.
 
  • Consults with UCSF employees, benefits staff, & internal/external partners on complex benefits cases & escalations.

Department Description

The UCSF Benefits Office is responsible for the local administration of the University of California Retirement System and Health and Welfare Benefit Programs across the UCSF enterprise. In addition to providing benefits consulting services to UCSF faculty and staff across Health & Campus, the UCSF Benefits Office also provides services and administers unique benefits programs dedicated to postdocs and residents/fellows. Clients supported by the UCSF Benefits Office total approximately 29,900 FTE employees (and their dependents):
• Total UCSF Faculty and Staff (Health & Campus): approximately 26,900
• UCSF Residents/Clinical Fellows: approximately 1,900
• UCSF Postdoctoral Scholars: approximately 1,100


Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training
  • Minimum of 6 years overall related benefits experience
  • 3 years’ progressive leadership experience in a lead or supervisory role or equivalent experience / training with demonstrated proficiency to manage a team
  • Highly effective written and verbal communication skills to convey technical and complex benefit program information in a clear and concise manner to all levels of the organization
  • Ability to work in a highly collaborative manner, establish priorities, goals / objectives and timelines
  • Demonstrated ability to delegate and oversee assignments to ensure successful and timely completion as well as to obtain the cooperation of others within and outside the unit
  • Possesses strong analytical, critical and innovative thinking skills to conduct analyses and develop recommendations, demonstrating organizational and problem-solving skills
  • Has ability to analyze complex issues, make recommendations and advise clients on benefit issues and actions. Takes a consultative approach to managing employee inquiries
  • Knowledge of Federal & State laws (ERISA, COBRA, HIPAA, FMLA), UC Group Insurance Regulations, UCRS Plan Documents, Summary Plan Descriptions, & associated IRS regulations
  • Demonstrated ability to effectively lead, train and manage employees, address and resolve performance issues

Preferred Qualifications

  • Thorough knowledge of UC benefit programs, current business and benefit trends, and UCSF organization-wide policies and procedures
  • Demonstrated knowledge of budget management process
  • Knowledge of UC business software programs, systems (UCPath, ROOTS, historical OLPPS, etc.), and how they impact UC benefits offerings
  • Demonstrated ability to handle very difficult or volatile situations/individuals effectively
