Description of Work Unit
Colorado State University is a large land-grant research institution employing over 10,000 full and part-time faculty, exempt and non-exempt professionals, classified staff and student employees. The University’s Human Resources Department is led by the Chief Human Resources Officer and has responsibility for wide-ranging activities including, but not limited to: all employee benefits; payroll; compensation; Human Resources service center; recruitment, employment selection and classification for State Classified personnel as well as general oversight of the State Personnel System within the University; employee relations; personnel policy development and interpretation; employee records and personnel action processing; and the human resource management information system (HRIS). We are a department that values collegiality. Position Summary
This position advises and manages all benefit programs and advancements, including vendor management, recommendations to management, and oversight of team’s operational success.
Required Job Qualifications
  • Bachelor’s degree in business, human resources, finance or another related field
  • At least 7 years of experience overseeing employee benefits programs
  • At least 3 years of management experience overseeing personnel who administer employee benefits programs

·  Programs: responsible for day to day efficacy of employee health and welfare programs, life and disability, leave of absence programs, and retirement plans 
·  Initiatives: lead complex projects and efforts, such as renewal, plan changes, open enrollment, legislative changes and implementations 
·  Vendors: evaluate and manage relationships with vendors, consultants, and third party administrators to ensure efficient plan administration
·   Benefit systems: including internal and external solutions; responsibility for overall functionality, configuration, plan setup, workflow processes, upgrades/enhancements, setup, workflow processes, upgrades/enhancements, integrations
·   Resources: plan, organize, assign, and monitor work; responsible for performance management, hiring, resolving conflict and retention
·  Day to day operations: responsible for operational success of team; guide, advise, provide direction and solution to escalations

·  Interpret, communicate, and recommend implementation of benefit program features and policy/procedure updates
·  Analyze existing benefits policies and market practices among similar organizations, to establish competitive benefits programs
·  Prepare and review plan financial account preparatory work for self-funded trust accounts and adhere to financial accounting procedures 
·  Complies with federal, state, and local legal requirements by studying existing and new legislation; obtain qualified opinions; enforce adherence to requirements; advise management on needed actions
