Position Summary

We are looking for a detail-oriented benefits administrator to be responsible for the planning and administration of our employee benefit programs. This position will be responsible for managing current employee benefits programs, ensuring that our employees receive the best possible benefits packages, and ensuring compliance with federal and state regulations.  As the Benefits Administrator you'll be an integral part of our HR Total Rewards team.

Required Knowledge, Skills, and Abilities


  • Knowledge of benefit programs and options available to employees including, but not limited to, health insurance, retirement, disability, and leave.

  • Knowledge of applicable regulatory requirements and other pertinent regulations, laws, and processes including the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), disability laws, state requirements, and retirement system regulations.

  • Ability to analyze laws, regulations, policies, and procedures and apply changes to existing plans or provisions.

  • Must possess the required skills and ability to explain reasonable accommodations as it relates to a job's essential functions.

  • Knowledge of benefits survey methodologies.

  • Must be able to establish and maintain effective working relationships with individuals internal/external to Dallas College.

  • Ability to maintain security and confidentiality of sensitive information.

  • Must be able to maintain meticulous records.

  • Must be able to effectively use interpersonal and communications skills, including tact and diplomacy when collaborating with several audiences.

  • Must have excellent organizational skills and attention to detail.

  • Ability to work independently and manage multiple priorities.

  • Ability to analyze data and prepare reports.

  • Knowledge of supervisory principles, practices, and methods.

  • Must be proficient in developing benefits guidelines and procedures.

  • Must have strong problem solving and decision-making skills.

  • Must be able to effectively manage conflict.

  • Must have strong communication skills, both verbal and written.

  • Must be customer service oriented.

Key Responsibilities


  • Develops, implements, manages, and continuously improves employee benefits programs ensuring compliance with legislative directives, state, and federal laws and Dallas College policies and procedures.

  • Responds to questions from benefit providers, including ERS, TRS, and other external agencies, regarding benefits, benefit changes, flexible spending accounts, and benefits policies; mediates between providers and Dallas College employees.

  • Create and prepare required reports, including census, enrollment summaries, and audit files.

  • Document and maintain administrative procedures for applicable benefits processes. 

  • Provide training and support to HR Employee Experience Center (EEC) staff.

  • Research new employee benefit plans and vendors.

  • Negotiate with vendors and administrators for best benefits plans, options, and rates.

  • Serve as primary contact for plan vendors and third-party administrators.

  • Advise and inform employees of the details of the company's benefit programs.

  • Resolve benefit-related issues and respond to queries and requests in a timely manner.

  • Evaluate the efficiency and value of current benefit programs and make recommendations for improvement.

  • Complete benefits surveys and review information obtained from the results.

  • Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions.

  • Stay up to date on trends, laws, regulations, policies, and practices affecting employee benefits ensuring compliance. Initiates and facilitates any changes/updates.

  • Coordinates death benefits for survivors of deceased employees.

  • Manages decisions on complex benefits issues.

  • Composes written communications for various audiences to instruct, explain, and/or train regarding benefit matters.

  • Develops, tests, and implements customized reports and processes to automate and improve operations.

  • Conducts educational and information sessions and workshops for a variety of audiences on relevant benefits topics.

  • Completes required Dallas College Professional Development training hours per academic year. 

  • Performs other duties as assigned.

Physical Requirements

Minimum Qualifications


  • Bachelor's degree plus five (5) years of directly related experience in employee benefits, human resources, or a related field.

  • Knowledge of state-specific benefits information and entities including but not limited to: Texas Employees Group Benefits Program, Teacher Retirement System of Texas, and/or Texas Higher Education Coordinating Board-Optional Retirement Program.

  • Experience with benefits coordination in a State of Texas agency strongly preferred.

  • Proficiency in Microsoft Office, including Excel and Word.

  • Workday experience strongly preferred.

  • Professional certification in benefits administration a plus.

  • SHRM Certification or other HR certification preferred.

  • An official transcript will be required.
