What You Will Do

Become part of the leadership team for the Program and Business Management Systems Office (PBMS), which is responsible for defining and implementing programmatic business practices across the Weapons Production directorate. This includes a single, standardized strategic management & business system (procedures, processes, tools and appropriate training) that is consistently applied to all ALDWP project, programs and functional organizations using a tailored approach driven by client-directed requirements and ALDWP required minimum industry-accepted best management practices. The PBMS office is also responsible for implementing a continuous improvement program consolidating improvement initiatives across the directorate.

You will help lead the Baseline Control Group determining operational objectives with two major programs: Baseline Change Management and Risk Management.

The Baseline Change Management program is an established program within the directorate with Baseline Change procedures and a Baseline Change Control Board (BCCB) in place. This position will manage the program and staff within the group ensuring procedures are followed, adequate and accurate data is included in Baseline Change Proposals, BCCB Meetings are properly administered, and baseline change files are appropriately managed.

The Risk Management program is a new program, not yet established within the directorate.

Responsibilities will include, but are not limited to:

  • Determining operational objectives for the program

  • Attract, develop, and retain the highest caliber of business and technical staff.

  • Identifying and evaluating existing risk management practices

  • Planning, developing, and implementing a directorate wide Risk Management program incorporating LANL institutional policies and procedures

  • Developing and implementing necessary procedures, tools, and training

  • Engaging staff to develop risk reports such as risk matrices, risk registers, top ten risks, and risk trends across the directorate,

  • Lead a group that will identifying opportunities, potential risk impacts to cost and schedule, to include analyzing management reserve and confidence level of existing baselines

  • Work effectively to build collaborative relationships with our external partners and across the Laboratory, including facilitating resolution of any priority conflicts that arise between programs.

  • Facilitate integration of ALDWP program and business management systems and tools to meet customer commitments on schedule and within budget.

  • Integrate and foster relationships between Program Office, Line Execution and Facility Operations.

What You Need

Minimum Job Requirements:

Program Leadership:

Ability to plan, develop and execute a new program including gaining cooperation and acceptance from management both internal and external to the organization and tracking and monitoring performance standards of the program

DOE/NNSA Experience:

Management experience in DOE or NNSA program, project, or operations activities.

Project Management:

Specific experience in business and project management systems. Managing organizational budgets and coordinating Project Controls activities. Developing and delivering contractually required milestones and deliverables.

Program Management:

Extensive experience with managing programs and baselines utilizing P6 scheduling, Cobra reporting, and risk analysis. Demonstrated experience with identification and mitigation of programmatic risk.

Risk Management:

Extensive experience using risk management programs (eg. Acumen™ Risk, Active Risk Manager). Demonstrated ability to independently identify and judge potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the project. Understanding of incorporation of risk into cost and schedule baselines and analysis.

Leadership/Influence:

Experience leading teams and developing others to foster mutual success. Expert level experience managing change and ability to influence senior management and stakeholders. Experience using sound and independent judgement in negotiating with program and line managers to ensure that resources are available to accomplish the work, and to marshal resources to complete project deliverables.

Collaboration:

Experience effectively partnering and have strong relationships with line and support organizations and program managers throughout the Lab.

Communication:

Experience representing the organization to senior level management including routine interactions and communications along with scheduled reporting and program documentation. Developing metrics to address the needs of both organizational performance monitoring and communications of progress to a federal customer

Quality Assurance:

Demonstrated experience in developing and performing internal self-assessments, followed by implementing the actions generated from those self-assessments

Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Clearance: Active DOE Q Clearance

  • Experience in complex analysis of financial, staffing, project controls and subcontracting data including concise and accurate reporting of this data. Experience with the DOE and NNSA budget cycle and structure.

  • 30 Pits Per Year Initiative/DOE/NNSA: Familiarity with the expanded pit production mission strategy, and the overall ALDWP programmatic portfolio including risks, milestones, and deliverables. Experience performing work scope within the nuclear industry.

  • Experience developing and deploying organizational performance standards.

  • Experience developing and deploying business systems necessary to support compliance with Contract requirements.

  • Creating a high performance, mission focused team.

  • Certified Project Management Professional.

  • Hands on experience with risk management systems (eg. Acumen™ Risk, Active Risk Manager).

  • Experience managing baseline change control and risk management processes for a large organization.

Location: This position will be located in Los Alamos, NM.
