Description of Work
Within the collaborative framework of the UNL-CCFL Community Services Team, which includes the Senior Project Director, HMIS Manager, and fellow HMIS System Administrators, the Balance of State HMIS Administrator contributions play an integral role in enhancing the overall functionality and effectiveness of the Homeless Management Information System (HMIS). The Balance of State HMIS Administrator will skillfully administer, manage, maintain, and troubleshoot the HMIS both internally and externally, collaborating closely with system users, software providers, and the HMIS Team. This role encompasses various core responsibilities, including training licensed end users to ensure comprehensive system proficiency, collaborating effectively with Balance of State CoC agencies and users to address data quality concerns, aligning with the criteria set forth by homeless and near homeless funding agencies, including the U.S. Department of Housing and Urban Development, the Nebraska Homeless Assistance Program, State of Nebraska, and City of Lincoln Department of Urban Development, and other funders.
The BOS HMISAdministrator is essential in supplying crucial data reports to the Community Services team, fulfilling both mandated requirements from funding sources and responding to ad hoc needs. Additionally, the administrator adeptly performs direct extractions of ‘raw’ data from the HMIS system, serving as the fundamental cornerstone for creating research reports, conducting program evaluations, and developing policy briefs and papers.
The Balance of State HMIS Administrator has unique responsibilities and duties associated with serving the Nebraska Balance of State Continuum of Care. These responsibilities and duties include: 1) serving as the lead system administrator for Nebraska Homeless Assistance Program (NHAP) funded agencies, 2) serving as primary liaison with the Balance of State Continuum of Care for the annual Point in Time Count, and 3) serving as the HMIS and Community Services liaison with each of the 5 NHAP regional homeless coalitions.

Minimum Required Qualifications
Bachelor’s degree plus one year of experience managing case management software; equivalent education/experience considered. One year of experience in the homeless service system. Work history will show experience working in a team environment, usage of Microsoft Office products, and communicating effectively on task-oriented projects.
Preferred Qualifications
Master’s Degree preferred. One or more years’ experience as a licensed user of HMIS implementation using Clarity or similar software. 1 year experience specifically with the BitFocus Clarity HMIS software,2 years experience in homeless service system.
