DEPARTMENT OVERVIEW

Physical Planning, Development & Operations (PPDO) is comprised of the combined resources of well-established departments on campus; Physical Planning & Construction, Physical Plant, Capital Planning, and Space Management. Physical Planning & Construction has long supported the UC Santa Cruz academic vision by managing and overseeing all physical planning, design and construction from a single sidewalk to the expansive, new Kresge Housing and Academic Building project. Physical Plant keeps it all running by managing and maintaining our buildings and infrastructure, custodial services, grounds and road services, refuse and recycling. Capital Planning includes working with campus stakeholders from the concept of a capital project on programming and project financial feasibility, as well as preparing the annual Capital Financial Plan (CFP) for Regents' acceptance. Space management includes aiding in the management of space, ensuring Principles of Space Management are observed, providing the campus with analyses to aid decisions regarding major capital projects and other campus planning endeavors, and managing information on the utilization of space, particularly utilization of classrooms and class labs. Space Management staffs the University Space Committee.

 

JOB SUMMARY

The AVC for Planning, Design and Construction reports directly to the Vice Chancellor of Finance, Operations and Administration (FOA). The AVC oversees Campus Planning, Design and Construction Services. The AVC is a strategic leader who is responsible for the successful development and implementation of campus wide capital programs. The AVC is responsible for leading all capital projects and directs overall management of construction, including design, budget, standardized construction and final inspection. The AVC is also responsible for campus planning, including capital, physical and environmental plans. The AVC identifies objectives, manages financial and human resources and works with a high degree of autonomy. The AVC provides oversight and guidance on strategic planning relating to expansions and new facilities. The AVC brings state-of-the-art knowledge to bear in leading capital program planning and implementation for the campus, optimizing resources, project delivery methods and resource allocation to best meet the campus' significant capital needs. Through subordinate managers, this position directs large and complex critical projects that impact the campus. The position leads a highly collaborative organization with a focus on customer service, financial accountability innovation and stewardship. The AVC is responsible for ensuring all projects achieve programmatic, functional and financial objectives.

 

APPOINTMENT INFORMATION

Budgeted Salary: $235,000 - $265,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

65% - Leadership
 

  • Directs overall management of the entire construction process, including design, budgetary costing, standardized construction, and final inspection.
  • Serves as technical advisor and assists senior leadership on all planning and related project matters, exercising independent judgment and initiative when rendering opinions and making decisions having long-term impact on the organization.
  • Provides leadership expertise and engineering / architectural consulting services.
  • Recommends architectural and engineering planning and design procedures and standards.
  • Provides expertise in selection of design and construction professionals, in fee and contract negotiations, in project code compliance and regulations, in engineering and technical support, in organizational policy and procedures and in guiding project development.
  • Evaluates construction design and ensures adherence to the level of architectural quality and state of the art infrastructure reflecting the organization’s vision.
  • Ensures adherence to building codes and zoning requirements.
  • Oversees the preparation of architectural, engineering, and cost estimates, functional studies, construction plans, specifications and schedules.
  • Oversees negotiation of contracts and verifies adherence to schedules, terms and conditions.


20% - Campus Planning
 

  • Leads campus in developing and evaluating financing strategies and in coordinating with the Office of the President, the legislature, state, county and local agencies.
  • Directs the capital planning program.
  • Manages the capital review process for capital improvement proposals and the development of priorities for the campus capital improvement program.
  • Develops and coordinates annual and multi-year capital improvement plans for state and non-state projects, including short and long-range facilities and infrastructure needs and associated resource requirements.
  • Advocates campus needs with the Office of the President, budget officials, and at and all external agencies on budgetary matters.
  • Manages independent contracts for the preparation of capital plans.
  • Coordinates planning studies related to the development of the campus long-range plans.
  • Oversees all physical and environmental planning for the campus.


15% - Management
 

  • Provides guidance to subordinate managers to resolve complex issues.
  • Ensures the overall monitoring and success of assigned functions and for integrating these activities with other campus units.
  • Leads senior managers to establish organizational strategic plans and goals that work towards ensuring compliance and effective management of units.
  • Hires, trains, provides feedback and professional development opportunities for direct reports.


 

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience and / or training
  • Expert knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction.
  • Ability to successfully navigate a large and complex organization with multiple decision-makers.
  • Expert written communication skills.
  • Expert verbal communication skills.
  • Expert interpersonal skills, including the ability to work effectively with and cultivate trust and credibility with multiple and diverse constituencies to advance organizational objectives.
  • Expert skills in budgeting and cost management, to include experience with stewardship of resources.
  • Knowledge of and experience with a diverse set of delivery models and structures for achieving the capital needs of an organization.
  • Experience with economic development and facility investment to support facility development; ability to creatively address project funding and revenue generation.
  • Ability to develop long-range strategic plans, measurable goals and performance metrics for all unit operations.
  • Expert skills in leading, directing, and managing a diverse team across a broad grouping of functions and employee categories, including union-represented staff. Skills include selection, training, evaluation and providing development opportunites for growth.
  • Understanding, supportive and encouraging of forward-thinking approaches to ensuring environmental sustainability and process optimization in all unit operations; flexible and responsive in the face of changing environment and emerging opportunities.
  • Strong track record in managing business and industry partnerships.
  • General understanding of purchased utilities and renewable energy.

SPECIAL CONDITIONS OF EMPLOYMENT

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • License to practice in a least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture.
