Primary Purpose of Organizational Unit
The Enterprise Financial Accounting and University Controller’s office works in collaboration with its partners across the University to provide stewardship of our financial resources. Department Responsibilities:
- Ensure the integrity and accuracy of the University’s financial accounting and reporting systems and confirm the validity and appropriateness of all financial transactions recorded and reported therein.
- Guide the University in maintaining strict compliance with the North Carolina and Federal laws, regulations, policies and contract requirements applicable to accounting and reporting.
- Provide thorough, fair and timely disclosures and financial reports for oversight bodies, taxing authorities, financial institutions, bond trustees, benefactors, creditors, customers, the public, the General Assembly, the University’s Board of Trustees, the Office of the President, campus units and other internal and external parties as needed.
Position Summary

This Auxiliary Financial Director will lead campus-wide efforts to conduct analysis and project work related to auxiliary and other trust funds for the University, including analysis, projects, accounting, and reporting that currently do not exist. Auxiliary budgets include Housing, Dining, Athletics, Campus Health, and student groups, and make up a growing proportion of the University’s budget. This position is needed to address gaps in work related to compliance, new budget processes, auxiliary financial analysis, and new projects that arise at the request of the UNC System Board of Governors and UNC-Chapel Hill Board of Trustees. 
The Auxiliary Financial Director will work closely with finance and budget leadership, University-wide finance leads across the institution, and other central units to assess needs and expand capabilities for budgeting, reporting and analytics. The position would report to the University Controller, but have a dotted-line report and lead special projects as needed under the direction of the Associate Vice Chancellor for Finance and Budget. 
Key duties include:
(1) Coordination and responsibilities in gathering financial forecasts, budgets and reporting for Auxiliary units and internal management reporting. Lead the development and implementation of a budget model for auxiliary funds and other trust funds, including budget reporting and associated processes. Prepare and gather monthly reconciliations for all material accounts and quarterly analysis of budget-to-actuals.
(2) Collaboration with other central units to develop accounting and process-oriented solutions for auxiliary and other trust fund activities. Act as a principal liaison between Finance and Operations and campus stakeholders and between the campus and various external entities related to auxiliary funding and budget planning matters. Work with other campus units when discrepancies arise or are identified, including investigating sources of account errors and determining appropriate solutions. Ensure that complex University accounting transactions are properly categorized and represented.
(3) Special Projects as assigned. Provide project leadership and participation on a variety of campus assignments related to auxiliary and trust funds. Identify and partner with key administrative and campus departments for matters related to auxiliary budgets, financial planning, modeling, and analysis projects. This includes identifying project deliverables, work breakdowns, and project schedules. Partner with Internal Controls to help follow up on related process changes and identify future needs.
Minimum Education and Experience Requirements
Master’s degree and five years of related experience.
Required Qualifications, Competencies, and Experience
Considerable technical knowledge in auditing, accounting, financial reporting, systems administration, and data analysis.
Effective communication skills necessary to act as a spokesperson interacting with colleagues from academic and administrative units across campus. 
Extensive knowledge of professional fiscal theory, techniques, practices, and procedures. Thorough knowledge of generally accepted accounting principles and skill in applying this knowledge. Extensive knowledge of local, state, and federal regulations and statutes governing the area of work. 
Ability to manage complex work situations while resolving unusual problems. Ability to anticipate and remain alert to potentially problematic situations. Ability to implement response to a situation based on interpretation of local, state, and federal regulations and standards. Ability to ensure implementation of program policy and procedure changes.
Ability to communicate major and or complex situations and actions, internal and external to the organization. Ability to document and report more complex or unique issues and effectively articulate written conclusions. Ability to ensure that fiscal rules and regulations are interpreted correctly, internal and external to the organization. Ability to develop and maintain professional working relationships in complex and difficult situations in order to achieve organizational goals.

Strong coalition-building skills are vital, as is a commitment to diversity, inclusion, and collaborative decision making in the workplace. Preference will be afforded to candidates who have performed the functions of this position in a public-facing entity with significant public governance and oversight.
