The Associate Provost for Finance and Administration has responsibility for the leadership and  management of the Office of the Provost and all academic units as related to administrative and finance operations, is a member of the executive management team, and reports directly to the Provost.

Job Duties:

1. Oversees the management and supervision of financial operations and human resources management  of all units reporting to the Provost.

2. Leads the budgeting process for the Academic Affairs Division and participates in the preparation of  annual university budget.

3. Ensures financial accountability and compliance with state, university, and external funding agency  guidelines.

4. Develops and implements business processes, practices and procedures relevant to all units reporting to the Office of the Provost and in conformance with University System policies.

5. Serves as liaison to University Human Resources.

6. Serves as a liaison to Internal Audit.

7. Advises the Provost, senior administration, deans, directors, administrators, faculty, and staff on  academic and fiscal policy matters.

8. Assists Provost in the implementation of organizational decisions, which includes writing policy  statements and generating customized reports.

9. Oversees the development and maintenance of an internal cost/benefit analysis methodology and  program which provides information to facilitate making management decisions.

10. Coordinates with the Office of Institutional Research and Effectiveness in regard to data generation  for use in the planning process and reporting requirements.

11. Coordinates with Faculty Affairs in regard to the review/approval of faculty positions as related to  annual hiring plans, faculty folders and costing sheets.

12. Interacts with UH System, other UH components, Texas Higher Education Coordinating Board, and  various state universities on fiscal and policy matters.

13. Represents the Provost at internal and external events and on various committees, as needed.

14. Performs other job-related duties as required.

The ideal candidate for this position should possess the following skillset and  experiences:

  •         Extensive experience in higher education administration, including knowledge of its structure, policies, and practices.
  •         Experience with higher education structures, budgets, oversight, compliance, leadership, and program innovation and implementation.
  •         Extensive experience working directly with senior-level higher education leadership at the Provost cabinet-level.
  •         Demonstrated experience working with executive leadership in all relevant areas of the campus including CFO’s Office, Human Resources,   Controller’s Office, General Counsel, and Internal Audit.
  •         Experience overseeing the annual budgeting process for a large, complex academic division.
  •         Experience overseeing human resources administration for a large, complex academic division.
  •         Experience overseeing incidental and voluntary fees at the division level, ensuring compliance with statutes, obtaining approval for new fees, and   conducting ongoing compliance monitoring.
  •         Experience generating tailored reports for executive leadership, utilizing data from CoogPlan (Hyperion), PeopleSoft Finance, PeopleSoft HR, and   internal commitment databases.
  •         Experience working with and developing contemporary performance-based funding models to guide the allocation of internal resources.
  •         Experience devising strategies for addressing financial and administrative matters at the division level.
  •         Ability to interact with all levels of internal and external constituents.
  •         Experience leading projects in collaboration with senior-level administrators.
  •         Excellent verbal and written communication skills.
  •         Demonstrated experience working with large data sets to conduct complex analyses and produce reports to support the decision-making efforts of     executive leadership.
  •         Ability to clearly interpret and implement policies and procedures.
  •         Ability to prioritize and multi-task.
  •         Highest level of professionalism and respect for confidentiality.

Qualifications

 

Master’s Degree and a minimum of seven (7) years of directly job-related experience.
