Summary of Job Duties:

Summary:
Assist District Director in the planning, implementation, and evaluation of Extension programs in Agriculture and Natural Resources, Family and Consumer Sciences, 4-H Youth Development and Community, Professional and Economic Development. Assist the District Director in administrative leadership as assigned to counties within the district. This position reports to the District Director. The position is located within the Ouachita District in a county Extension office or other UADA facility.
Job Details:
Program Planning
Develop and maintain a thorough knowledge of the social, economic, political, and cultural characteristics of the counties within the assigned district.
Assist District Director and county staff to ensure through the program planning process that long range programs are developed; and through continuous analysis and review, goals are adjusted to meet changing conditions and needs within the counties.
Assist District Director in supervising and counseling county faculty in developing annual Plan of Work with well-defined objectives.
Assist District Director and county staff with the organization and maintenance of sub committees and other organizations within the counties working to promote the work and mission of Extension.
Collaborate with Assistant Vice Presidents and state specialists for assistance in keeping county staff supplied with current program information and program ideas.
Responsible for maintaining a working knowledge of all elements of the state Extension program with special reference to those applying for positions within the assigned district.
Assist District Director and county staff in planning for District and Regional Activities, including 4-H O-Ramas, in-service training and other training as needed.
Program Implementation
Counsel with county staff in carrying out Plans of Work to reach designated goals.
Assist District Director in conducting area and district educational activities including 4-H O-Rama's, new agent and in service training educational activities as needed.
Counsel with county faculty in program implementation for multi county pilot projects and grant funded projects.
Perform other duties as requested by District Director.
Program Evaluation
Assist District Director in conducting a continuous evaluation of the overall Extension program.
Assist county staff in developing evaluation methods and techniques.
Review reports, media releases and correspondence to measure accomplishments.
Communicate regularly with District Director on program plans or needs in the district.
Staff Development
Counsel with District Director, on request, in recruiting, interviewing, and identifying a qualified and diverse workforce within the assigned district.
Counsel with District Director, on request, regarding evaluation of the performance of county Extension staff.
Counsel with District Director, on request, regarding transfer, promotion, and termination of county staff.
Assist District Director in conducting training for county faculty in program operation, including training in civil rights compliance.
Administrative, Fiscal and Personnel Management
Assist District Director by performing delegated administrative, fiscal and personnel management responsibilities.
Assist District Directors in helping county staff upgrade equipment, furniture, and office facilities as appropriate.
Act as interim staff chair when needed.
Perform other duties as assigned.
Relationships
Responsible to District Director for administrative, supervisory and program matters.
Cooperate with state program leaders in program development and in coordination of specialists’ activities.
Counsel with state specialists concerning educational work.  
Work with groups and organizations in the district to conduct educational programs and activities in the furtherance of Extension programs as required.

Qualifications:

Minimum Qualifications

  • A master’s degree in agriculture, natural resources, family and consumer sciences or a related field of study with 7 years of county agent experience including two years as a staff chair is required.
  • A bachelor’s degree in agriculture, natural resources, family and consumer sciences or a related field of study with 11 years of county agent experience including two years as a staff chair may be substituted for the master’s degree.
  • Experience in planning and implementing educational programs.
  • Physical and mental ability to effectively perform the duties and responsibilities of the job, including long and irregular hours of work and frequent in-state travel.

Preferred Qualifications

  • Knowledge of University of Arkansas System Division of Agriculture, Cooperative Extension Service
