Job Description Summary:
Project Eagle is an early childhood program focused on preparing children, engaging families, and promoting excellence for children and families in Kansas City, Kansas. Project Eagle provides home-based and center-based services to pregnant women and/or children ages birth to five through a variety of programs, the largest being Early Head Start. The Associate Director is responsible for the ongoing monitoring and quality improvement efforts of the Project Eagle Early Head Start program. The Associate Director takes a senior role in carrying out the vision and mission of the organization by providing leadership in programmatic and administrative realms.
Job Description:

Key Roles and Responsibilities

  • Lead ongoing monitoring and quality improvement efforts for the Early Head Start program including compilation of the annual Community Assessment, directing the annual Program Self-Assessment, ongoing data analysis, program Policy and Procedure reviews, development of the annual Program Improvement Plan, and the development of the Annual report.

  • Coordinate Federal monitoring visits and any improvement plans by collecting evidence and co-facilitating the process with the Director.

  • Lead discussions related to program data related to School Readiness and Family Engagement as required by the Office of Head Start. Implement a comprehensive data analysis plan that assists the program in maintaining fidelity to the program model and high-quality programming. Implement a system of regular data feedback and utilization for continuous program improvement.

  • Work in collaboration with the Director to develop and manage strategic planning efforts for Project Eagle. Participates in the ongoing strategic planning process as a member of the Leadership Team.

  • Participate in grant applications and reporting.

  • Participate in the joint governance process that includes KUMC, the Policy Council, the Program Staff, and Community Representatives.

  • Participate in community and statewide initiatives and partnerships.

  • Prepare and track interagency agreements. Coordinate renewal and maintenance of interagency agreements.

  • Promotes a culture of high performance and continuous improvement that aligns with Project Eagle’s mission, vision, and values.

  • Participate in on-boarding of new Project Eagle staff to share the vision, mission, and values of Project Eagle.

  • Acts on behalf of the Director in their absence.

  • Oversees and manages the organization’s social media channels and promotion, including messaging and measurement. Identifies and coordinates media opportunities in collaboration with the University of Kansas Medical Center’s Office of Communications.

  • Develops and publishes consistent communications with the organization’s audiences, including e-newsletters, web content, social media, written materials, annual reports, brochures, flyers, invitations, and other communiques.




** Required Qualifications **
Master’s degree with knowledge and extensive experience in program administration. Extensive knowledge of Early Head Start programming and Head Start Performance Standards. Ability to work with multiple regulatory systems. Knowledge and experience in the areas of in program administration, monitoring and quality improvement practices and procedures, early education, family systems, child development, and issues related to poverty.  Extensive knowledge of data analysis, development of written reports, and presentation of information for a variety of stakeholders.  Strong skills working in an inter-disciplinary team and collaboration across departments.  Ability to form an alliance with staff and families on behalf of children.  Demonstrated ability to communicate effectively and establish working relationships with a variety of partners.  Incorporates knowledge of community services and resources in the planning and decision-making process.  Demonstrates the ability to manage and resolve conflict and make decisions that impact funding and program design and outcomes.  Knowledge and experience in Excel, pivot tables, and charts.  Ability to travel to local, state, and national conferences and meetings.
** Preferred Qualifications **

Knowledge of principles and practices of early childhood education and family engagement.  Knowledge and experience in program development. Strong proposal, report, and writing skills. Knowledge of ChildPlus and/or other early childhood data systems.

This is an unclassified appointment, subject to the appointment regulations of the Board of Regents, University of Kansas Medical Center and the State of Kansas.
