Job Summary

This position reports to the Director of Community Programs and is responsible for:
•    Managing the planning, budgeting, administration, delivery, and evaluation of Workforce and Economic Development programs.
•    Managing the Workforce and Economic Development Coordinator.
•    Building relationships and collaborating with internal departments and University colleagues; external organizations; contractors; and Allston-Brighton businesses.

Department Overview-Harvard Ed Portal
A collaborative partnership between Harvard University, the City of Boston, the Harvard Allston Task Force, and the Allston-Brighton community.  The Ed Portal is the Allston-Brighton community’s front door to Harvard’s educational resources (virtual and in person) in arts, wellness, and workforce and economic development.  


Position Description

The Director of Community Programs is responsible for:
•    Managing the planning, budgeting, administration, delivery, and evaluation of Workforce and Economic Development programs.
•    Managing the Workforce and Economic Development Coordinator.
•    Building relationships and collaborating with internal departments and University colleagues; external organizations; contractors; and Allston-Brighton businesses.
Duties and Responsibilities:

•    Develop and implement the strategic plan for Workforce and Economic development programming.
•    Administer programs based on Ed Portal procedures and policies.
•    Accomplish financial objectives by forecasting requirements, preparing an annual budget, analyzing variances, and initiating corrective actions.
•    Manage the Workforce and Economic Development Coordinator by communicating job expectations; setting goals; planning work; providing training and coaching; and conducting performance appraisal.
•    Research and track workforce, small business and economic trends and forecast for program offerings.  Benchmark and adopt successful programs that include job training and placement such as internships, certifications and apprenticeships.
•    Manage consultant contracts and instructor selection and evaluation. Guide program development.
•    Design and instruct workshops and events as needed.  Provide some individual career counseling.
•    Develop and strengthen professional relationships with Allston and Brighton community leaders, organizations and businesses as well as within Harvard to foster local hiring of qualified applicants.
•    Assist Harvard Procurement Dept. in encouraging purchasing from local, women, minority, and veteran owned businesses. Support Harvard small business contracting initiatives.
•    Work directly with Allston, Brighton, and Cambridge residents to tailor skill building, career planning and job search programs.  Offer respectful and inclusive programs that meet the needs of a diverse audience.
•    Collaborate with HPAC Marketing to develop comprehensive plans that include community grassroots marketing, social media and news stories.
•    Staff the Workforce and Economic Development Advisory Board and subcommittee(s), including setting the agenda and running the meetings.
•    Represent the Workforce and Economic Development Program on department-wide/university-wide/city-wide initiatives.
•    Oversee the work of the Workforce Development Coordinator and additional staff supporting workforce and economic development programs as needed.
•    Other duties as required or requested.


Basic Qualifications

•    Bachelor’s degree required.
•    8 years’ minimum experience in training design, delivery, and evaluation.
•    Manage direct reports.
•    Presentation, facilitation, and written communication.


Additional Qualifications and Skills

•    Master’s degree preferred (in related field).
•    Bi-lingual a plus.
•    Small business development initiatives and community outreach experience.
•    Strong research and analytical skills; ability to effectively organize and display data.
•    Critical thinking and creativity.
•    Position requires some evening and weekend hours.
•    Demonstrated ability to work with and manage team members from a variety of backgrounds, disciplines, and levels of expertise.
•    Proven track record for developing professional relationships in a community setting.
•    Project planning and program management.
•    Knowledge of Microsoft Office (Word, Excel, and PowerPoint) and Outlook.
•    Demonstrated experience working in career coaching.
•    Proven track record for developing professional relationships in a community setting.
