The Division of Agriculture and Natural Resources (ANR) is a highly complex organization with operations located in 58 county offices, on three campuses, with nine research and extension centers throughout the State of California. ANR is the land grant arm of the University of California, which employs over 1,600 academic and staff personnel, and receives approximately $300 million in funding. This position requires knowledge of the policies, procedures and technicalities of the various accounting and budgeting systems used by UC Berkeley, UC Riverside, UC Davis, UC Los Angeles and the UC Office of the President (UCOP).
Reporting to the Director of Resource Planning and Management (RPM), the Associate Director provides day to day management and direction to the unit's staff in their effort to oversee the budget process, including administration of 500+ FTE and $135 million in funding. Provides comprehensive analyses to directors and other senior-level managers on implementation and status of budgetary plans. The incumbent functions as a subject matter expert and possesses the ability to conduct in-depth analyses that are based on comprehensive understanding of research administration, fund accounting and financial systems.
Frequently acts on behalf of the Director in decision making and representation of ANR to internal and external offices and committees. Interfaces with senior-level personnel of external UC and Federal offices, including Office of the President, Office of the Provost, Budget and Capital Resources, campus leaders, systemwide initiatives, and the National Institute of Food and Agriculture (NIFA). Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Responsible for managing, preparing, administering, and directing control of the budget/organization resources. Manages the activities of financial/resource analyst staff and deploys office resources to meet unit's operational requirements to meet deadlines and product delivery requirements. Translates strategic vision and goals to establish unit objectives and annual work plans for the office and individual analysts. Delegates projects and functions to analysts on ongoing and one-time basis as needed. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives, schedules and outcomes. Determines and creates processes and operational policies in selecting methods and techniques for obtaining solutions for routine issues. Regularly determines and creates processes, practices, and policy to meet operational needs and to ensure compliance and strategic use of Division resources. Advises and collaborates with Director on technical and operational issues as they relate to new initiatives to the Division to determine fiscal, policy and political impact, and guides Division stance and course of action. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
Promotes, in all ways consistent with the other responsibilities of the position, accomplishment of the Affirmative Action goals established by the Division.
