The Associate Dean provides instructional and administrative leadership for the following departments in the Arts & Humanities Division of Bellevue College: Basic and Transitional Studies (BaTS: ABE/HS+/GED, ESL, I- BEST) and the English Language Institute (ELI), an intensive English program for International Students. The Associate Dean fulfills the instructional mission of Bellevue College by supporting, implementing, and facilitating accessible educational pathways and programs that enable students to attain their goals. The Associate Dean reports to the Dean of Arts and Humanities and is responsible for the instructional, fiscal, and personnel operations of the departments above. The Associate Dean must work collaboratively with program chairs, faculty, and staff to achieve instructional goals. The Associate Dean supervises faculty in the BaTS and ELI departments and represents these programs across the campus, in the community, and at the state level. The Associate Dean will work closely with the State Board and campus stakeholders such as the SBCTC Council for Basic Skills, the Office of International Education & Global Initiatives, Workforce Education, Prof/Tech programs and Student Affairs to provide strategic direction to implement new and continuing program initiatives, such as the Student Achievement Initiative (SAI), High School+, Integrated Basic Education Skills Training (I-BEST), Preparing for Work, and Project I-DEA. The Associate Dean is also responsible for monitoring ongoing program operations and coordinating the work of faculty and staff. 

This is a 12-month, exempt staff position. Work hours for this position are generally during the college business hours, Monday through Friday, but flexibility will be required for intake and assessment sessions, registration sessions and possibly working with staff and faculty during evening sessions. 

Position Salary Range: $100,673/year - $145,976/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $111,999/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

Basic and Transitional Studies (BaTS) and English Language Institute (ELI) are two integral programs at Bellevue College that serve precollege students as they pursue their pathways to college and career goals. 

The BaTS consists of three program, Adult Basic Education (ABE), English Language Acquisition (ESL), and Integrated Basic Education Skills Training (I-BEST). Each of these programs contains specialized coursework to support a diverse student population. The BaTS programs support precollege students who are immigrants, refugees, U.S. citizens, and non-native English learners to develop foundational skills in English, Math, Social Studies, Science, and academic skills to support their success in reaching college and career goals. Example pathways include ESL completion, High School + Diploma, English 101 completion, and college certificate pathways in Business, Accounting, and Allied Health, among others. 

The ELI supports international students in developing English language skills and accessing higher education programs throughout the U.S. The program supports students on academic pathways at Bellevue College. The program offers courses in Intensive English/University Preparation Program and International Business Professions Program. 

Manage Faculty and Curriculum

  • Provide instructional vision and direction for Basic and Transitional Studies and the English Language Institute. 
  • Recruit, hire, mentor, supervise, and review full-time tenured including post-tenure evaluations and participating in the tenure process for tenure track faculty, full-time non-tenured, and part-time adjunct faculty evaluations in ABE/HS+/GED, ESL, I- BEST, and ELI. 
  • Promote a diverse and equitable working and learning environment. 
  • Lead the development of I-BEST pathways appropriate for BC's programs and students. 
  • Lead the development of cooperative relationships and initiatives with outside agencies to support the program development and improvement.  
  • Participate in evaluating and reviewing instructional programs, implementation of standards, and compliance with grants and contracts. 
  • Collaborate with students, faculty, staff, administration, community-based organizations, and other state agencies to continuously evaluate and improve programs and courses to ensure successful learning opportunities and transitions for students. 
  • Collect, analyze, and share program data for continuous department improvement and state monitoring with support from Program Managers. 

Build and Maintain Relationships

  • Represent BaTS and ELI at campus meetings on instruction and specific campus initiatives. 
  • Facilitate collaboration between Basic Studies and ELI departments. 
  • Facilitate collaboration between I-BEST and its partner programs in various BC divisions. 
  • Work with the Dean of International Education and Global Initiatives to ensure instructional integrity in course offerings and compliance with immigrant regulations. 
  • Represent departments and programs at the State level, for example at the quarterly Council for Basic Skills, and communicate important information, initiatives, and actions of the SBCTC to faculty. 
  • Advocate for and explain the different student populations in BaTS and ELI to college stakeholders. 
  • Actively network and create successful partnerships across the college and larger community to strengthen student retention, persistence, and transition. 
  • Develop, build, and maintain relationships wiith internal Bellevue College partners such as Student Affairs, Workforce Education, Effectiveness, Research & Analytics, and academic and professional/technical programs. 
  • Regularly communicate and maintain institutional and departmental information and policy changes. 
  • Foundations partnership—work with BC Foundations to explore community collaboration and funding options to support BaTS and ELI. 
  • External grants—work with the Director of Grant Development to seek and apply for both competitive and formula grants for BaTS and ELI programs. 
  • Explore community partnership opportunities, both enterprise and grant funded. 

Administrative, staff, programs and budgets

  • Provide instructional vision and direction for Basic and Transitional Studies and the English Language Institute. 
  • Promote a diverse and equitable working and learning environment. 
  • Participate in the academic affairs team by attending weekly meetings as a representitive of Arts and Humanities division and be a part of the decision-making process when it comes to recruiting, retention and onboarding for faculty and staff.
  • Collaborate with the Divisions Operations Director of Arts and Humanities to support BaTS and ELI staff and faculty. 
  • Work in collaboration with the dean, DOD and chairs in the division as part of the leadership team
  • Review and approve course scheduling and enrollment management.
  • Develop and implement budgets; quarterly monitor expenditure against budgets in ABE/HS+, ESL, I-BEST, and ELI. 
  • Lead the development of I-BEST pathways appropriate for BC's programs and students. 
  • Lead the development of cooperative relationships and initiatives with outside agencies to support the program development and improvement.  
  • Participate in evaluating and reviewing instructional programs, implementation of standards, and compliance with grants and contracts. 
  • Collaborate with students, faculty, staff, administration, community-based organizations, and other state agencies to continuously evaluate and improve programs and courses to ensure successful learning opportunities and transitions for students. 
  • Collect, analyze, and share program data for continuous department improvement and state monitoring with support from Program Managers. 
  • Ensure compliance with SBCTC guidelines and policies for BEdA programs.
  • Facilitate marketing and promotion of BaTS and ELI programs.
  • Lead and assist with divisional and program meetings. 
  • Perform other duties as assigned.
  • Master’s Degree. Any combination of relevant experience can be substituted on a year-for-year basis.
  • Administrative or leadership experience in SBCTC Basic Education for Adults. 
  • Community college teaching experience. 
  • Grant writing experience.  
  • Budget management experience.  
  • Effective organizational, communication, problem-solving, and conflict-management skills. 
  • Demonstrated ability to support students, faculty, and staff of varied ethnicity, ages, backgrounds and abilities, and a commitment to supporting student success in a culturally diverse environment. 
  • Demonstrated technology skills including effective use of Microsoft Suites particularly Excel and Outlook 
  • Ph.D. Degree or Master’s Degree in related field: AEDT, TESOL, etc. 
  • Demonstrated supervisory and/or program management experience with change management, consensus-building, and team-building skills. 
  • Demonstrate experience in instruction in ABE/HS+, ESL, I-BEST and/or ELI/IEP Intensive English Program.
  • Demonstrated experience working with WABERs, TopsPro or related reporting databases. 
  • Demonstrated experience working with ctcLink/Peoplesoft.
