POSITION DETAILS

This position reports to Chief Information Officer and Associate Provost for Technology.

Directorial Responsibilities:

  • Provides vision and leadership to develop and implement strategic plans to adopt new technologies into the curriculum and business practices of the college
  • Implements Information Technology policies to promote a productive work environment in support of institutional objectives
  • Negotiates and prepares contracts with outside maintenance and service providers.
  • Studies vendor products and industry trends to determine those which best meet college needs, manages purchase and installation of systems, renovation of facilities and the adoption of new Information Technology practices.
  • Participates in various committees to stay informed of college needs.
  • Provides technical consultation across campus.
  • Aids in the selection of new personnel and is responsible for supervision, preparation of periodic performance appraisals, and the development of his/her departmental personnel.

Managerial / Technical Responsibilities:

  • Responsible for the management of all centralized information technology systems, services and resources. Infrastructure systems including enterprise servers, high speed data networks, cable plant, desktop systems, telephony, instructional classrooms (multimedia/computer), general access and special purpose computer facilities. Services supported by these systems can include: Administrative Business Systems (General Ledger, Accounts Payable, Accounts Receivable, Personnel, Purchasing, etc.), Student Life-Cycle Information Systems (Recruiting, Admissions, Financial Aid, Registrar, on through Alumni Development), and Academic Planning (course management, faculty load, forecasting, etc.).
  • Supports the college???s World Wide Web site systems and web-related applications, E-mail systems, Internet connectivity, institutional technology procurement, software licensing, systems and network security, data archiving, and computer operations services
  • Requires an extensive knowledge of application software and courseware. A comprehensive knowledge of the hardware maintained by his/her group.

Essential Duties and Responsibilities:

  • Responsible for all applications systems analysis and programming activities.
  • Engage a range of faculty and staff to understand the potential benefits of technology to serve the application requirements of instructional pedagogy and other projects.
  • Research and design cost-effective network options, develops specifications and evaluates proposals for networking infrastructure.
  • Manages the analysis, design, and coordination of application programming needs. Oversees programming projects from start-to-finish providing review of feasibility, payback, project scheduling to resolve conflicting user demands, and inter-project coordination.
  • Responsible for desktop solutions provided to faculty, students and staff.
  • Plans the level of managerial/technical support needed, selects qualified personnel for level of support, and trains existing and new personnel as required.
  • Makes decisions on personnel actions (hiring, terminations, promotions, etc.).
  • Assigns personnel to various projects and directs their activities; reviews and evaluates their work and prepares performance reports.
  • Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities and methods.
  • Ensures quality assurance guidelines are meet
  • Prepares annual budget forecasts.
  • Controls expenses within the department and is responsible for meeting budget goals and objectives.
  • Provides input to policy level direction regarding standards, budget constraints, etc. to senior management
  • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results.
  • Direct and check the work of managers.
  • Provide direction for appropriate professional development of both managers and line staff.
  • Acts as project leader for some special projects.

QUALIFICATIONS

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.

Bachelor of Science degree in Computer Science, or related degrees in Mathematics, Physics, Operations Research or Engineering with a concentration in computing, is required. Master???s degree in Business Administration, Management, or Education, or a PhD in any related discipline is desirable. Experience both producing deliverables and managing projects and personnel with-in an organization-wide IT environment is required. Specific experience working in both the administrative and academic computing environments of a Higher Education institution is preferred. Successful implementation of large-scale systems conversion and development is preferred.

Skills and Knowledge:

  • Extensive knowledge of application software and courseware is required.
  • Comprehensive knowledge of the hardware maintained by his/her group.
  • Insight to foresee trends, and the ability to motivate his/her staff as a team to take advantage of favorable opportunities when they arise.
  • Strong multi-team management skills and supervision experience required.
  • Managerial skills that include personnel supervision, vendor relations and internal paperwork preparation.
  • This manager must be capable of reacting quickly to unusual problems stemming from last-minute faculty requests, hardware failure, software incompatibility or scheduling conflicts within the department.
  • Must be able to realign resources, priorities and projects in such a way as to minimize their negative impact.
  • Must be able to interact with his/her subordinates, fellow administrators, staff, faculty, and students as well as with vendor representatives, requiring excellent communication and interpersonal skills.

Salary commensurate with education and experience - $203,000 .
