The Department of Psychiatry and Behavioral Sciences is seeking an Associate Administrator - Clinica l who will be responsible for Leadership, Financial and Administrative responsibility for the School of Medicine operations within the Department of Psychiatry (~$95M, plus ~$106M endowment principal). In conjunction with the Department Chair and Senior Administrator, creates a uniform, efficient and effective operation. Works collaboratively with senior management, faculty, and staff to coordinate operational and administrative issues related to business planning, financial analysis, revenue enhancement activities, and multi-disciplinary clinical and research activities.


Specific Duties & Responsibilities


Financial Leadership-60%

  • Responsible for the budgeting, reporting and management of all departmental University funds including pro-fee/clinical practice (with assistance from Assistant Administrator-Clinical), P&L statements, joint administrative agreement, research grants, contracts, affiliation agreements, endowments, general funds, restricted gift account, discretionary accounts, and divisional service center. Develops operational and financial objectives, leads short- and long-range financial, operational, and strategic planning.
  • Develops systematic methods for evaluating the financial impact of programs, special projects and performance improvement initiatives in the clinical and research areas.
  • Evaluates and manages financial models and applications including internal controls and staffing models.
  • Responsible for allocation of faculty and staff salaries including annual faculty incentive plan bonuses and effort reporting.
  • Supports departmental chair in faculty recruitment planning and financial evaluation.
  • Performs all assigned financial analyses and approvals as required to maintain fiscal control (productivity and performance).
  • Maintains continuous involvement with leadership of the department to ensure that all factors are considered in the annual budget.
  • Coordinates with other departments for financial activity involving assigned research grants and contracts involving department faculty or Hospital funds, including reconciling the movement of funds to/from the hospital and the school.
  • Reviews monthly account statements, corrects errors and informs Division Chair and Administrator of any problems or discrepancies.
  • Leads recommendations and actions on budget adjustments or cost improvement measures.
  • Provides various monthly, quarterly, and annual financial reports & spreadsheets to department and organization/school leadership (MS Excel and related). Oversight of staff who prepare electronic budgets and expenditure transfers and related transactions. (SAP and related approvals).
  • Responsible for the design, implementation and training of others on operational and financial policies and procedures.
  • Works closely with development office to provide information necessary for fundraising and donor stewardship. Communication with related JHU teams.


Research & Project Oversight-20%

  • Oversight of all department grant and contract proposals, pre-award activity. Initiates short- and long-term planning/department goals.
  • Assist in research and program efforts, ensuring consistency and department expectations are met on multiple elements of clinical research for the Department Chair and/or department Faculty/Principal Investigators.
  • Direct supervision of Grants & Contracts Manager(s).
  • Monitors the use of resources in accordance with plans, budgets, and contracts/grants. Interface with Director, Principal Investigators, and Funders on assigned programs.


Related Operations-10%

  • Serves as the department liaison with the university and hospital including with areas of the School of Medicine Business Office, Dean's Office, Office of Faculty Information, Postdoctoral Office, Research Administration, Office of Johns Hopkins Physicians, General Counsel's Office, JHU Controller's Office, JHU Office of the Treasurer, Human Resources and Payroll Shared Services offices, and Tax and Finance offices, and Office of Policy Coordination.
  • Participation on SOM and University ad-hoc committees, as well as subject matter expert on Finance and Research Administration training sessions.
  • Responsible for University space including planning, renovations, allocation and utilization review, maintenance/repairs or renovation, and safety compliance.
  • Assists Faculty with new start-up process, including movement from former institution, procurement of new equipment, orientation to JHM and ORA policies, procedures, and requirements.


Supervisory, Resource Management, and Oversight-10%

  • Provides effective supervision and management of administrative, grant, budget and/or financial personnel.
  • Supervises, hires/fires, orients, trains, evaluates, and develops staff in assigned areas.
  • Plans, monitors and implements business practices to support the day-to-day operational needs of the division and analyzes staffing patterns & capabilities to effectively and efficiently support the department. Provides direct and/or dotted line supervision.
  • Oversight of assigned financial and administrative staff in the department review and approval process for research grants, clinical grants and contracts and affiliation contracts prior to submissions.
  • Ensures tasks are completed in accordance with institutional policies and procedures.

  • Knows the formal and informal departmental goals, standards, policies and procedures that may include familiarity of other departments within the school/division.


Decision Making

  • On a regular and continuous basis, exercises financial and administrative judgment and assumes responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within the functional area.


Supervision of Others

  • Will have direct supervision of 7 or more and indirect supervisory oversight over department staff in finance/budget, research/grant, and/or administrative roles.
  • May oversee or coordinate the work of others.


Related Knowledge Required

  • Comprehensive understanding of the dynamics of the academic and clinical activities of an academic medical institution.
  • Demonstrated knowledge of grant/contract management, clinical practice issues and other funds accounting.
  • Demonstrated capacity for leadership, commitment to work collaboratively with senior management team.
  • Excellent oral/written communication skills.
  • Must demonstrate advanced skills in MS Office (Word, Excel). SAP transactions.
  • Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. Demonstrated skills in customer service and working with a diverse and dynamic workforce and patient population.
  • May be Required Attendance, as needed – in the event of unexpected university closings including inclement weather or declared emergency, the employee in this position may be required to report to work and/or remain at work and may be required to work additional hours.

Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources). Supervisory experience strongly preferred.
  • Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Starting Salary Range: $97,200 - $170,200 Annually ($150,000 targeted; Commensurate with experience)
