The Assistant Vice Chancellor for HR Customer Support, Data, and Technology (AVC-CDT) reports to the Vice Chancellor of Human Resources (VC-HR) and will serve as a critical member of the OHR leadership team. This position provides senior leadership and oversight for several operational functions in the Office of Human Resources (OHR). The AVC will provide strategic leadership for Human Resources Shared Services (HRSS), Human Resources Information Systems (HRIS), and all employee data for the University. This position shares responsibility with the Executive Director of Enterprise Applications for leading and integrating an organization comprised of OHR and IT resources in the automation and streamlining of HR technology solutions to drive efficiency and capitalize on the power of new technological advances such as Artificial Intelligence.

In alignment with the HR strategic plan, the AVC-CDT will act as a key change agent in the transformation of HR customer service and technology solutions to enhance service excellence across all University campuses. The successful candidate will implement a plan to redeploy, and realign the resources and investments expended on HR service, systems, and transactional activities in alignment with the HR strategic plan and expectations for service delivery. 

The AVC-CDT will work closely with HR leaders and University stakeholders to identify and prioritize use cases that can enhance HR processes and outcomes, such as recruiting, performance management, talent management, workforce planning, and other employee focused services.

Qualifications:
•    Bachelor’s degree in a related field. 
•    A history of and commitment to continuous growth in knowledge, skills, and values the ability to stay current with HR trends.
•    Minimum 10 years of HRIS experience in a complex decentralized Higher Education environment.
•    Knowledgeable of OHR systems used at Pitt, processes, and practices, including recruiting, performance management, employee engagement, talent development, and workforce planning.
•    Demonstrated success centering equity and inclusion in human resources work. 
•    Senior-level strategic human resource leadership experience at a large complex higher education institution, including leading an HRIS team.
•    Demonstrated success in working with and gaining the trust and respect of multiple constituencies including senior executives, faculty, and staff at all levels. 
•    Demonstrated success in managing projects from idea to outcomes. 
•    Navigating nimbly and effectively through changing and ambiguous situations.
•    Demonstrated experience building, leading, motivating, assessing and holding accountable high-performing, well-integrated professional teams.
•    Demonstrated success as a collaborative, active and engaged member of an HR leadership team in a fast-paced and diverse work environment.
•    Skilled at making and defending tough decisions, while demonstrating care and concern for the opinions of others, both inside and outside the organization.
•    Track record of handling confidential and sensitive matters with utmost discretion.
•    Excellent oral and written communication skills.
•    Ability to manage multiple complex projects simultaneously while adhering to prescribed deadlines, create and maintain a comprehensive plan of all work in progress, and establish and maintain strong stakeholder relationships.
•    Demonstrated superior degree of success exercising independent judgment and complex problem-solving skills.
•    Outstanding interpersonal, problem-solving, and mentoring skills.
•    Must maintain a hybrid work schedule with 3 days per week in the office on the University of Pittsburgh Oakland campus along with occasional travel to regional campus locations. Must maintain residence in the Pittsburgh metropolitan area.

Additional preferred skills and knowledge:
•    Advanced degree and/or additional certifications in Human Resources or a related field.
•    Project Management Certification.
•    Lean Six Sigma Certification.
•    Demonstrated success centering equity and inclusion in human resources work and collaborating effectively with those leading these efforts. 
•    The ability to interact effectively with senior leadership, administrators, and Trustees.
•    Strong interpersonal skills and the proven ability to collaborate with colleagues, build team spirit, and achieve results within a diverse population that may possess competing interests, opinions, and/or expectations.
•    A self-aware leader with a strong commitment to personal and professional development. 
•    Innovative, apolitical, resilient, fact-based, and creative solutions-focused mindset, with ability to thrive in an evolving and decentralized environment. 
•    IT savvy and versed in enterprise-level applications (PeopleSoft, Workday, etc.).  Also, knowledge on AI developments/challenges from an HR perspective.



Job Summary

Executive positions at the University hold significant responsibility for establishing and implementing goals, policies, procedures, strategic direction, and engagement initiatives within their department or organization.


Essential Functions 

• Promote and support university efforts to accomplish diversity and inclusion initiatives that attract and retain a diverse and talented workforce at all levels in the university. 
•    Oversee the integration of HR technologies with the HR functional areas including HR Shared Services.
•    Enhance, leverage, and integrate automation and system applications to improve customer response times in alignment with new the HR service model. 
•    Develop and implement a comprehensive customer service strategy for HR systems and transactional activities. 
•    Oversee the operation of a refocused HR Shared Services organization.
•    Collaborate with all human resources functional area leaders to review and improve processes and systems in alignment with organizational strategic direction.
•    Serve as the data steward for all University people data, including the review and recommendation of exceptional data and access requests.  
•    Collaborate with University leadership to understand data needs, including overseeing the development of customer focused dashboards and metrics in support of broad ranging KPIs. 
•    Function as a senior leader reporting to and collaborating with the Vice Chancellor for HR in driving, leading and executing key HR strategic initiatives that are broad based with university wide impact. 
•    In collaboration with the Executive Director of Enterprise Applications, oversee the development of an HR AI strategy, roadmap, and governance structure.
•    Provide leadership oversight and integration across HR Information Systems, customer support services, and people data and metrics. 
•    Proactively serve as a cultural architect that implements change management and continuous improvement initiatives to adapt to HR’s new institutional model. 
•    Create and promote HR operational processes and procedures that are streamlined, efficient, effective, and focused on service excellence. Ensure a consistent approach in the delivery, administration and documentation of policies, processes, procedures, and HR services.
•    Establish appropriate customer Service Level Agreements (SLAs) and HR data analytics/metrics and reporting to establish accountability, reduce transactional activities, track performance, monitor effectiveness, and measure success.
•    Collaborate with and serve as a consultative and advisor to department heads, deans, campus leaders, and university administrators to promote an engaged HR culture with campus constituents related to university-wide HR Strategic initiatives.
•    Collaborate with the VC-HR in developing and executing key strategic planning initiatives for OHR relating to budgetary management, cost containment and resource reallocation plans.
•    Work collaboratively with the Executive Director of Enterprise Solutions and the Director of HRSS to manage and motivate staff. Must have the ability to establish strong working relationships and support team members' growth and development.
•    Other duties as assigned.


Physical Effort 

Little physical effort required. Duties are primarily sedentary. May be required to move objects up to 25 pounds occasionally.
