ORGANIZATIONAL SUMMARY:
Procurement & Payment Services (PPS) is a university wide function led by the Assistant Vice President and has approximately 50 employees. PPS consists of Accounts Payable, Travel, Procurement, PCard, and Central Receiving.
Procurement supports the University of South Florida by providing strategic sourcing solutions, efficient eProcurement software, and quality services that meet or exceeds the expectations of our university-wide procurement partners. All actions are performed in accordance with applicable Federal regulations, Florida State statutes, Board of Governors and USF policies and regulations.
POSITION SUMMARY:
The Assistant Director of Strategic Sourcing is responsible for driving the strategic sourcing initiatives of USF, including strategic planning & road mapping, category management, data analytics, enhancement of USF's existing eProcurement platform, supplier relationship & performance management, and elevating procurement as a profit center. The Assistant Director reports to the Director of Procurement and works collaboratively with other departments and stakeholders to ensure alignment with the university's strategic goals and compliance with policies and regulations.

RESPONSIBILITIES:
Developing and implementing strategic sourcing strategies and best practices for various categories of goods and services, such as information technology, facilities, professional services, and medical/laboratory/scientific.
Managing the procurement process from spend analysis, solicitation, evaluation, negotiation, award, and contract management, ensuring transparency, compliance, fairness, and value for money.
Leading and supervising a team of procurement professionals, providing guidance, training, and performance evaluation.
Fostering and maintaining positive relationships with internal and external stakeholders, such as suppliers, end-users, and senior management, and resolving any issues or disputes that may arise.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's degree and a minimum of six (6) years of related experience.
A minimum of one (1) year managerial experience.
Demonstrated leadership experience and the ability to partner and build strategic relationships
with both internal and external key stakeholders.
Possesses extensive knowledge of the field's policies, procedures, and practices.
