Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Assistant Director for the Division of Institutional Planning & Operations (IP&O). Under the guidance and direction from the Director of University Planning and Development, this professional is responsible for effectively managing, directing, and mentoring managers, planning staff, and GIS technicians in the Office of University Planning and Development, as well as assisting with the evolution of the Physical Master Plan and developing other related master planning and strategic initiatives. This position also manages the University’s enterprise Geographic Information Systems (GIS) Services Initiative. The Assistant Director will execute the duties of the position with a high level of independence.
Among the key duties of this position are the following:
  • Responsible for staff that manage and provide input on master plans, precinct plans, conceptual transportation planning initiatives, strategic planning initiatives, and the university’s enterprise GIS system.
  • The Assistant Director ensures that various elements developed by staff are accurate and comprehensive to address the needs of various projects.
  • This position has statewide responsibilities and therefore addresses urban, suburban, and rural projects as well as a wide variety of academic, administrative, research, healthcare, and infrastructure projects.
  • The Assistant Director collaborates with other units of the Department of Planning, Development, and Design on issues of planning and GIS services and incorporates input from other units in Institutional Planning and Operations, other university entities, outside consultants, and the broader university community.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree or higher in City and Regional Planning or Urban Planning from a college or university having a planning curriculum accredited by the Planning Accreditation Board, in addition to current registration of licensing with the New Jersey State Board of Professional Planners or certification from the American Institute of Certified Planners.
  • A minimum of eight (8) years of post-degree experience, with demonstration of significant knowledge of planning principles.
  • A Master’s degree in City and Regional Planning or Urban Planning would substitute for two years of professional planning experience.
Certifications/Licenses
  • A valid driver’s license is required.
Required Knowledge, Skills, and Abilities
  • Strong communication skills are required, as is the ability to work with a wide range of technical, professional, and academic personnel.
  • This position requires extensive knowledge and experience in planning, project management, and design in order to be able to appropriately provide direction and guidance to various division and University initiatives.
Preferred Qualifications
  • A Master’s degree in City and Regional Planning or Urban Planning is strongly preferred.
Equipment Utilized
  • Must be proficient in using the Microsoft suite of products, ArcMap, ArcGIS Online, and Adobe Creative Suite.
Physical Demands and Work Environment
  • Most duties will be undertaken in a standard office environment.
  • Some duties will require travel among campuses and to off-site locations.

Immunization Requirements
